App is called Graphing Calculator by Mathlab. The best calculator app that I found for android. (It's not perfect but still much better, for my needs, than other ones.)
You can find any number of cheap prepaid android smartphones like this one. They regularly go on sale for as low as $20; I’ve used them for several projects. Here’s a free android graphing calculator app.
In industry, I use an app called "Graphing Calculator + Math" because it displays equations visually (easy to catch errors), keeps a long history, lets you edit old results (live update), and has multiple workspaces. Super useful.

I guess, personal preferences are the most important criterion here.
As for me, if I find that this app (has a nice history btw) or Wolfram Alpha is not enough, I switch to some desktop stuff like Jupyter, MathCAD or Calc, depending on the task
Another idea could be a tier list for every item for every champion and you can click on an item to see how this would impact the champions relative performance. (But all of this is mostly a thought experiment if we get a patch every week :D)

And as the champion visualization, Small Spheres with a turning (towards the "camera") image of the champion, 3 axis of evaluation making one of the 8 squares the best one (all properties are ideal in that " square") and one the worst, that could be underlined with a light color hue in these squares as orientation (squares as in the sample picture you presented the top right area above the x-axis y-axis.)
It would be probably easier to fill out two 2- dimensional graphs and let the computer combine it to a 3d one.

For android: I use the math labs calculator app. Much better than the default calculator apps with bigger numbers/precision (it can handle stuff like 100! fine), more compex operations and features like graphing equations, as well as working fine for basic stuff you'd use the default calculators for. If not this specific app I'd definitely recommend looking to replace whatever the default you have is.

Inaccurate comparison. You can use a $30 tablet to get much better results with a free app or a free online resource.
If it was a popular item, more companies would make it. So I think the market is limited, especially now that we have cell phone apps like this.

PortableApps - allows you to easily install apps to a flash drive or a directory, but they only write to the directory they're installed in, and uninstallation is really simply.
Winmerge - you don't think you'll need it until you realize how handy it can be if you have two directories of files, and you want to make sure they're the same.
Graphing Calculator - super useful if you're taking any math class in school [Pro Version].
