I haven't seen a true estimating app, but I do use "Handyman Calculator" fairly regularly. Google Play store link
It does have some bloat (it's unlikely I'll need to convert pounds of jet a-1 fuel into imperial gallons or use the oil drilling specific gravity calc) but you can filter the un-used ones out.

You could have come up with a hard one. 7 lines on a 12-inch board with equal end spacing is 1.5 inches. 12/8=1.5

Please look at SweetHome 3D, HomeDiary, RoomSketcher, SpaceDesigner 3D, DreamPlan, and LiveHome3D. With a few simple measurements you can start inputting the footprint of the home, and then build upon that. Kitchens, baths, living and dining rooms can be configured and reconfigured over and over.
