You can download this game and as you play it you're learning real programming. This isn't stuff that'll get you a job, but it's the basics on which things are built.

Have you seen this awesome game to teach kids programming logic?
It's pretty much just Lightbot. There's a handful of games that all work the same way by the same developer, and a few of them are free.
Human Resource Machine twists the concept a bit, and is much more challenging. It costs a few quid but is worth it.
Finally, there's Gladiabots which might scratch the same itch. Here you're programming AI with a different kind of drag & drop interface rather than solving puzzles, but you need to use the same sort of logical thinking to complete the levels. It's free, but there's a one-off purchase to unlock some more content. I'd say that what you get for your money isn't great yet, and it's been in alpha since the dawn of time (I hear that Noah got stuck on level 4) so only buy it if you want to support the devs.

I don't think there is anything really like Factorio or Big Pharma on Android. But as they are newer games, hopefully there will be more in the future.
You mentioned Spacechem, but I found it to be more a puzzle game. Note that some people have said that the mobile version can be hard to play on smaller devices. I've only played the Steam version, though.

Human Resources ist ganz lustig
Give Human Resource Machine a try. Same basic gameplay where you use "programming" to complete a task.
Spacechem is the best. It can be rough depending on the size of your screen (ported from PC), but it's workable, and worth it.
It isn't on the play store, but you can buy it from the source and get the apk HERE.
If you are into programming (or would like to try), Human Resource Machine is also pretty great. The puzzles are definitely more straight-forward than SpaceChem, but you still have enough freedom to solve things your own way.
I also like the Bridge Constructor games.
I've been playing this game. It's absolutely fantastic to me and only $5.
