Generally speaking, any syncing would be an optional feature that you would have to explicitly set up. So if you don't want it, you just don't set it up and all your work would be stored locally.
iA Writer is a classic Markdown editor and works on Chromebooks.
JotterPad is a newer editor that I've heard some peopl like.
Caret is a Chrome extension, but it can be run totally offline, so the documentation says.
You can also try writing apps that have an online integration system. Jotterpad is a great one for Android devices -- distractions-free UI + smooth Dropbox integration.

It is not free but it is an Android app that is specifically for writers, with tools for novels, screenplays and much more.

As a chromeOS app, there's Calmly Writer that's not bad, but I guess not really suited to Ulysses-like projects.
You could indeed try your luck on android Apps : I used to love IA Writer for it's robustness, but I also have a sweet spot for JotterPad, which is a but more ressource-hungry, but so beautiful to look at ! Both are free and can link with cloud drives, with some IAP-options, so feel free to try them both.

Seems to tick all of your needs. SOME features may require in-app purchase (like universla darkmode) though they often have 50% off sale on these extra purchases.

I'm using JotterPad Pro from Google Play Store, it can edit TXT, Markdown and other simple text files. Integrates to Dropbox, Google Drive and OneDrive. I've evaluated many other options, I found it the best:

I have a Google drive folder called "daily_notes". Every day I have a markdown file with that days tasks named by date, e.g. "2017_06_24.md". I use the vim-markdown plugin by plasticboy to easily create markdown formatted notes. If a task is completed, I add it to a section at the bottom of the note called "#####DONE#####". On my android phone I use Jotterpad to edit those same markdown files.
JotterPad was just updated to include optional cloud sync with Google Drive and Dropbox, and still works 100% offline with local files. It works similarly to Monospace, and supports markdown and all that
I spend most of my time writing on my laptop with Word 2013. When I need to be on the go though, I use Jotterpad on my Android. I've gone through numerous writing apps, but JP is my favorite. It's really easy to use, meets my needs for organization, and they offer a paid version as well with some added features like the thesaurus. You can easily email your stories to yourself when done to edit on a computer, or hook up your phone to the USB cable, plug it in your laptop and move the files over that way. I also use Color Note to just take notes on my stories. I don't recommend it for writing your stories on, but it is handy for little things you want to jot down. So maybe when you're on the go OP you could use something like that? I'm sure Apple has writing apps as well, so there's something

I use a dedicated low-end tablet with JotterPad for writing my dropbox synced .txt files. It's the only app I have on that tablet (aside from rooting and security tools, but that's besides the point). Sometimes I have another tablet next to it with an online thesaurus opened in the browser. From OLD OSes, to NEWtered ones, there are apps and solutions out there for you.
