King of Dragon Pass is the only phone game I recommend reading the manual for, so there's that.
You can play it without reading the manual, but you'll be missing out on a lot of stuff.
Have you tried King of Dragon Pass? It is a port of an old dos game and it is fabulous. You lead a clan and have to make a lot of choices that severly impacts the tribe. Can't recommend it enough.
<strong>King of Dragon Pass</strong> is what I think a GSG focused on tribal relations would be like. Originally released on PC in 1999, you control a little tribe of humans in the titular Dragon Pass. You decide things like how to spend the resources of your clan (agriculture, infrastructure, religion...) and have to deal with internal politics (which factions of your clan will you appease? How will you deal with influential and strong leaders with their own agendas?), diplomacy (with both other human clans and other races), warfare and supernatural events. The endgoal is to unify all the human clans of the Dragon Pass and become its new king — how you do it, is up to you. The game also has a quite detailed and engaging mythology.
Bonus: dragons.
You could also try <strong>Lords of Midnight</strong>. Very old, but much gold. Think of a "close and personal" CK2, where you have to personally ride to the courts and forts of other feudal lords to get their allegiances. Also has dragons.
King of Dragon Pass. Just picked it up myself and the amount of depth is pretty crazy. It's kind of hard to define but I'd say its a text based fantasy grand strategy game. You are the leader of your clan and you have to try to get stronger by building relationships, trading, and warring with the neighbouring clans, ensuring the gods favor you by following your ancestors' traditions, completing sacrifices, and building temples. You will need to make sure to keep your clan happy and healthy and eventually try forming a tribe. There are plenty of random events which will force you to come up with an answer whether that's sacrificing some cattle and goods to get the favor of a god preventing the spread of disease, starting a case of law against a criminal, solving a dispute with members of your clan or other clans, and many more. You also get a customizable "ring" of advisors in your tribe which will provide different suggestions for different events and can also be used as as an emissary for diplomacy or trade with other clans.

There is no online aspect but I've been really enjoying my time with it, I highly recommend checking it out.

King of Dragon Pass is on there at 40% off. It's such a unique, detailed and beautifully illustrated game with a massive replay value. Anybody interested in RPGs, strategy and Choose Your Own Adventure books will absolutely love it.
King of Dragon Pass was what I played on my phone when I had time. It's very story-driven and plays as "your choices have impact." It does have the 4x elements so I think it might work for you.
It's been a while since I've played, but let's see what I can remember.
Explore: You can explore the new domain that you've been sent into. There's a few story events based on exploration too that make it kind of interesting.
Expand: You can build new buildings and upgrade your infrastructure and take land from others. I dunno if this counts as expanding but it's kind of like it.
Exploit: Through trade, military might, or use of the gods and their powers, you can exploit the other tribes and minor races you run into in the story scenes.
Exterminate: You can declare war on other tribes.

Does King of Dragon Pass count as a 4x? I never see it referenced but I feel like it captures the 4 Xs. Try checking that one out, it's really popular.

It's not an idle game though. It's highly complex and requires your full attention. The enormous depth and replayability make it worthwhile.
King of Dragon Pass has some of the elements you are looking for. It's a premium game and well worth the price imo. It is single player though.

pretty cool that you guys are doing this! i was thinking of learning libgdx in order to make games. hopefully not too far in the future I'll be able to participate, currently I'm still learning regular android dev. a quick question since I'm commenting here... for a simple text based adventure rpg, kinda like King of the dragon pass, would libgdx be appropriate? You lead a clan of people in the fantasy world of Glorantha, where the gods are real and need your help fighting each other in their internecine wars. It's about building your clan, dealing with the new land you've migrated to, and keeping everyone fed, content, and safe. It's highly story based with a story that unfolds over generations of your clan. It's like nothing else.
Six Ages has a better tutorial - it's new, the original King of Dragon Pass was made in 1999 and has very good iOS and ports. Six Ages is only on iOS (and steam) right now, so pick it up first if you can, get King of Dragon Pass first if you have Android.

I've heard a lot of great things about King of Dragons Pass which is a really deep text based adventure/management game that doesn't follow the usual elves, goblins, dwarves fantasy cookie cutter model. It's next on my list, so perhaps it'll appeal to others?

I agree that Avernum: Escape from the Pit is also a good choice, but sadly you need a rooted device if you want to copy your save file off the tablet.
