I use Light manager pro there is a setting for battery light and it's start threshold. Guessing you could set it to 1% before it turns on.

The S60 runs Android, and Android lets you configure a lot of stuff. If the supplied apps don't do what you need, it's always worth having a look to see what else is available, it's the beauty and frustration of the platform. For I you know you're out of luck, for Android you know you'll have to choose between many. And there are several, I just linked the first I found, so it may be great or crap. There's doubtless a free app that'll do it too, just dig around.

I've been using light manager, works pretty good, but not perfect. It only changes the front led though.
