You could use a VPN app for that. Lot's of them need root to work, but there are a few that don't. Last time I cared about this, Mobiwol did the work flawlessly.

mobiwol firewall. with this, you can prevent certain apps from using background data over mobile (or prevent them from using mobile data completely). my data usage has plummeted.

I would suggest remove data & wifi access for suspecting apps one at a time and see if it helps. I guess you would be able to this in settings otherwise you could look at Mobiwal.
Maybe something (that uses a lot of bandwith) is running in the background?
Most easy way (and to avoind crap like this) is to simply turn data on when you need it and off when you don't. Or just leave it on and use an firewall app and grant only access to internet to (for example) viber. I use Curbi to block apps and Mobiwol to block apps being able to connect to the internet.
Mobiwol works well especially if you have an Android phone as you can't remove or deactivate the built in Google search feature but you can firewall block it.
Curbi is not free but not expensive. It can block apps and categories, you can also set up usable times and usage quotas.

You can control per app access to cell data or all data, turn off background data, and it has good data usage reporting.

I don't think you can do this with the stock Android and no additional app. I understand you only want certain apps to use mobile Internet. The most traffic is most likely done by apps like Facebook, Twitter and when you want to update apps. One way to limit the usage (also battery usage) is to stay on 3G , not on 4G/LTE (if possible). Again, only updating apps and apps that haev to load and display images (Facebook, Twitter, Instagram and so on) could make a lot of traffic. You may also use NFC tags, programmed to automatically turn on WiFi and to turn off mobile Internet).
