There are some functional applocks on F-droid, but if you want to stick to the Play Store Norton App Lock is the best applocker imo. It has pattern, PIN, and fingerprint lock options for your notebook and any other app.
For our younger one, we use Norton App Lock https://play.google.com/store/apps/details?id=com.symantec.applock&hl=en_US&gl=US . You can lock behind a PIN all items that you do not want the young one to access. We have only allowed Youtube Kids and a couple of kids friendly apps. Anything else requires a PIN to open ( e.g Camera, Browser, Google Play etc.)

Is this on a tablet or laptop/desktop? We use Norton App Lock https://play.google.com/store/apps/details?id=com.symantec.applock&hl=en_US&gl=US on the Android tablet for my kid so only apps she can use are unlocked. Rest all are locked behind a pin.
I used Norton App Lock for my grandma, I even gave her the PIN but she knows that if it pops up she's touching something that she shouldn't touch. I blocked the playstore and the settings.
2 things:
1) If you have them hidden, why would you then put them on the home screen? Just curious.
2) There are apps that provide individual locks per app like Norton App Lock
Google's Family Link requires Android 7+. If you are giving your kid an older hand-me-down device, then Family Link may not be an option.
My solution was to use Norton App Lock, which allows you to PIN lock any apps that you want. Specifically I lock the play store, settings, and web browser. This doesn't provide reporting or time limits, but it was good enough for me, and worked on an old device with Android 5.

And I know what you're thinking, Norton WTF NO, but trust me, coming from someone that used Asus UI with native app lock that just worked, this is the best I've found on dozens of app lockers that has a pattern, fingerprint, always works, is light and doesn't have annoying ads.
This is probably the only Norton product I will ever recommend, but I have to admit it really is the best one if you don't want to pay to remove ads.

I did this for my daughter. I use Norton App Lock to restrict what she can do, and it has worked pretty well. You can also use App Freezer to disable apps which can't be disabled in settings. Both of these tools are free in the play store and don't require root.
Note that you can turn on airplane mode and then turn on wifi, so the cellular radios will be turned off.

Probably. You can also make voice calls over wifi using messaging apps like Telegram or Whatsapp. Both of those apps require a phone number to sign up, but you can use a Google Voice number for that. I recently gave my daughter a wfi-only phone, and we use Telegram as our main communication app. I haven't tried using the Google Voice app.
On a related note, I also wanted to lock down the phone a bit to limit what apps she could install/run. This free app "Norton App Lock" has been working well for this purpose. It allows you to password protect certain apps.

You really need to prove that for each app locker you're maligning. I wonder what Norton App Lock would think of your accusation.
While I'm not a big fan of Norton, their App Lock in all honesty proved to be very reliable.
I use it on my kids' devices and it never failed me.
Norton App Lock gets great reviews, and it seems to work pretty well. Unfortunately, it hasn't been updated since May 2017.
Norton App Lock (Freeware). No ads, no root required, nagging, or any bs. It has material design UI as well. Honestly you probably won't find an app of this nature without permissions. All app lockers require DRAW_OVER_APPS to lock them. Otherwise they would have no point.
