I used Nostalgia as the frontend to organize and get coverart, then you can install individual emulators from its compatible list
check out Nostalgia for organizing all your emulators/roms! fantastic app, I found it on Ouya and the developer recently ported it to all android. Can easily be loaded on the Shieldtv from the playstore.

What do you mean when you say metadata? I want to emulate hundreds of games and have a picture for each one with an interface like Nostalgia :https://play.google.com/store/apps/details?id=com.zamastyle.nostalgia&hl=en. So would all the images have to be on the internal 16gb storage?

There are a small selection of handheld devices available that run android. Alternatively you can buy a controller which attaches to a mobile phone, a controller that fits around a tablet, or just simply connect any bluetooth controller to your android device. Search 'handheld games console' and 'android controllers'.
I recommend that you pay attention to the processor, and that you look up some benchmarks and also reviews specifically about the processors when used with emulators. Some will struggle with Playstation and similar consoles, especially if you want to increase the resolution and use shaders.
Depending on what consoles you want to play you may prefer a phone or tablet rather than a handheld console as the handheld devices that are available tend to use slower processors to keep costs down than what you can buy in a more expensive phone or tablet. Currently the JXD S192 is the fastest handheld available but I would compare the specs against a similarly priced tablet.
Personally I prefer a tablet and bluetooth controller, although I'm currently using the Razer Serval with my Sony Xperia Z5 but the controller seems to have a problem mapping start, select and the triggers inside an emulator, although it works out of the box with android games that have controller support. You can't use EmulationStation yet, possibly in a future update, but see these alternative frontends, Nostalgia and Gamesome.
I love Nostalgia interface. I use it for all the consoles and it's great and easy to use. It's not typical Android TV launcher like Arc Browser, you just see a grid of box art and you can hit R3 on controller to see details on game. Also if the game isn't found in the database, placing a jpeg with the same name as your game in your folder, Nostalgia will use this image. So it's easy to fix games that dont show right, or even change box images (Like I did with Goonies 1).
