You just download a remote control app and find your devices. Peel Smart Remote and Anymote are two off the top of my head.
I think Samsung or AT&T even included Peel along with other uninstallable bloatware on my S5, and though it's not quite as responsive or as satisfying as a standard remote, it does work.
I don't have the phone anymore so I check up apps and I think it was either the Peel Smart Remote or Smart TV Remote
If you have a Samsung Galaxy or another Android smart phone with an IR LED download Peel Smart Remote and you can add your TV + DVD player and control them from your phone. It doesn't have every control, but it's worth a shot if you have the hardware.
It is Peel Smart Remote. You can go into the app and turn off the Quick Remote Widget, which will disable the icon you are seeing.
Looks like Peel Smart Remote. Apparently it got pushed to some Samsung phones as part of an update within the past few days.
