There's PhotoSuite 4 but it also seems abandoned. It could be good if they didn't stop development and choosing between those two abandoned apps - PS Touch is better.
photosuite Is what I use and it's pretty close to a proper image editor. Some features are locked behind the pro version and the lite version also has ads.

There are few apps that allow you to do advanced image edits on phone, PhotoSuite, PhotoDirector or Snapseed (much more powerful than it seems). There's also PS Touch apk floating over the net (on Apkmirror for example) which is probably best of them but already abandoned by Adobe... Those are just examples - there are many others, just try and see. All my edits were done on my phone.
I don't know of any stick-specific apps, but look around mobile paint or photo programs.
