Nope, I used two apps for Android, PicSay Pro and 8 Bit Photo Lab
If you're on android, then Picsay Pro is a way better alt to picsart.
Even the free version has some OK features. But pro is worth the few bucks.
Also, look into snapseed (can't share the link for so.e reason) it's decent for editing photos as well.
I've been using PicSay Pro for years to make goofy memes. It has a surprisingly good set of tools and fonts (and you can add your own fonts). Supports layering of images and has a descent selection of "stickers" and effects.
