OK. We could try ruling some things out by attempting to ping an IP address.
1) Get an app from the Play store that you can use to ping an IP. I just tried this and it does the job. https://play.google.com/store/apps/details?id=com.lipinic.ping&hl=en
2) First, try it out on a network you can connect to so you know what to expect.
3) For the host enter 8.8.8.8. This is one of Google's DNS addresses.
4) You should get many responses like this.
64 bytes from 8.8.8.8: icmp_seq=1 ttl=57 time=47.1ms
5) Try it on the troublesome network. Make sure your mobile data is turned off to rule out the chance that the app will test through that connection.

My razer phone is literally perfect except the ping, it is very unstable:
Other device ping around 5 costant to my router

If you can, give it a try, and remember to double check with an other phone!
I'm getting good throughput, but highly fluctuating latency when testing with this ping app on google play.
If I test 8.8.4.4 I'd get around 40-50ms with cm13 (teamsuperluminal builds), but now jumps between 40ms-400ms on the current HのT build.
With other Androids on the same wifi network testing at the same time i'm still getting 40-50ms.
Would you mind checking with the ping app if you get steady pings?
Alright so the Fire Emblem Heroes app has many connections related to it so it is not easy for me to pinpoint a single server target for you.
Only these two IP addresses appear under Fire Emblem Heroes when initiating tap battle (and arena assault, oddly enough):

To test your connection, download an app like this one (ios version here) and insert the IP addresses. You should receive a list of messages that looks like

The bolded text is what you want to watch out for. The lower that number, the better your connection to that server.
If you have lost packets, that means that somewhere along the line you are losing your connection to the Heroes servers. Pinging the ip addresses multiple times should give you a good idea of how good your internet connection is at communicating with Fire Emblem Heroes.
