There is no official browser on Android TV, because, frankly, TVs don't really make a good web browsing medium. There is Puffin Browser - https://play.google.com/store/apps/details?id=com.cloudmosa.puffinTV&hl=en&gl=US - but I personally haven't played with it much, so I can't attest to it's browsing capabilities.
The good part is that Android TV has Chromecast support. So you can just browse the video on the phone and just click one button to cast it to the Shield. Beats awkwardly browsing the web on a big screen with a remote.
I was able to watch with Puffin but it didn't seem to have access to the webcam, which works with Duo. I need to find the right build of Zoom to sideload. Then I could host videos on my PC and join on the TV. Or maybe Meet?
Yes you can on these new ones. To use Chrome you need to sideload.
But there are other browsers supported. Puffin is one example.

BTW, for some things you can install by using the web interface to the Play Store and there select to be installed. For some reason it gets around an app not be supported in some cases.
It use to work for Chrome and how I installed on my Shield. But just tested and not working any longer with Chrome.
But this is how you install the Plex Server and does still work.
Find a television with AndroidTV built in. I use the Sportsnet app on my AndroidTV and it works great. I don't think TSN has an app for AndroidTV yet, but you can watch in browser (I use Puffin TV Browser). In fact, that will work with any streaming service offered in a browser that doesn't have an AndroidTV app.
As a failsafe you can also just cast directly to the TV from your laptop on the rare occasion the browser isn't working with whatever service you're using, but I've never ran into that issue personally

They don't think a remote is the best input device for a web browser. You're welcome to try the Puffin TV browser though.
