Strange, it worked for me, but I use Lineage and patched the system for signature spoofing with tingle. Maybe you have additional settings to enable signature spoofing per app or something.
Does Signal now work? You can also use Push Notification Tester to test if push notifications work. To download from Google Play you can use Yalp Store (also available on f-droid).

I previously got stuck at "Register for Push Notifications", but after clearing google services and accounts data I was able to get past that, but later got stuck at "Notification Arrived" in step 3.
Is background data blocked on any system components such as Google Play Services or Android System? Some apps rely on those for push notifications (Google Cloud Messaging) instead of phoning home themselves.

Going through it, it says the phone can receive push notifications.
push tester but you have to download it from aurora store.
*#*# 2342 546 #*#* is a kind of code to register manually to gcm, but if telegram and whatsapp, normally you don't need to do that.
Without MicroG , signal will works but i think it consumes more battery because Signal always check for a new message.
it's the process I go through with every new installation.

I was having the same issue with no notifications from gmail and several other apps, turned out didn't meet one requirement for push notifications. I had to factory reset and that fixed it.

Also you can use *#*#GCM#*#* for GCM/FCM monitor and check it shows that stuff runs fine, but this isn't works for me.
Sometimes it's issues with your whole google GCM/FCM service which for me causes ALL push notifications to not arrive (in ALL apps except some rare ones not using GCM/FCM)
