.CR2 is raw, albeit Canon-specific. Snapseed supposedly opens .DNG files, so a converter tool like this could be what you're looking for.
LR mobiles works fine for any kind of DNG files, but all other types of RAW files need to be converted to DNGs first. I used raw2dng for to convert my CR2s into DNGs and LR handled them fine.
Just plug a jpeg into it. As long as you are not trying to rescue a poorly exposed photo and just doing some trimming and minor tweaks, it will export just fine quality without drama.
The main reason that I like the raw output on this old Nikon is that it bypasses the cameras smoothness and sharpness processing and actually makes the output look more granular like film. You can actually use the details slider later on by moving texture slider to the left to increase pixel blending and the sharpness slider to the right to increase sharpness itself.
There is also the ubiquitous and open source Android raw to DNG converter.

Yep, it will work with any flavor of DNG files. Any other RAW format will need to be converted to DNG, see raw2dng. I've used to to convert CR2s to DNGs, and then LR Mobile handled them fine with full RAW support.
I ended up using raw2dng to convert after using ES File Explorer to transfer them to local storage since I couldn't see my OTG card reader from inside raw2dng.
Worked great, allowed full RAW editing inside Lightroom. Super tricky process though because ES can't see the CR2 previews, so I picked the good ones by file name after chimping on the camera.
