Actually, that is a lovely thing to see, and it's happening more and more (I've seen a "find a gender neutral restroom near me" app around as well). I'm seeing a lot more unisex / gender neutral restroom signs nowadays, and it's both a relief to people who might be afraid otherwise and a subtle tip of the hat from those establishments that "you are welcome here".
There's an app called Refuge Restrooms that I use. It's pretty good at least for my area.
Edit: Maybe I'm not answering the right question there. Are you asking where state or local laws exist that protect LGBT?

Use Refuge Restrooms app to find non-binary bathrooms. Sure using the woman's can be validating, but I'm finding it better to just avoid the whole thing at this point. Maybe when I've been on HRT for a year or two and "pass" I'll not worry about it, but for now I think for my safety its best to use family/non-binary restrooms.
