If he's using earplugs, that would have to be some loud white noise, but you can get free phone apps that play white noise. Personally, white noise is too foreign/artificial/inhuman sounding to comfort me, so I go with the sound of rain on the patio. If you have Android, this is the app I use. It has a selection of rain sounds, so you can find one you like.

Absolutely, I'm the same exact way, and I've been pissed a number of times at hotels for the same exact reason. As a last ditch effort though, I've been using this app for years and it helps a lot
I have this problem too. Combined with the super intense imagination where I can convince myself I am hearing things is the worst.

The song is from zelda, but it is a relative song, so it's a short repeat of a relaxing melody for an hour. There is rain that fades in and out in the track and that will disrupt me so hence why I layer a rain sounds over it. Honestly I love this rain app, you can control different thunder tracks volume, basically mix it for yourself and it's paradise.
So to fight my insomnia I put these both on every night and focus on the melody and mentally dance with it up and down until I fall asleep. The routine helps too.
