On iOS, you can try VoiceMod - it has a few voices that can be used for characters. By the way audio latency is way better on iOS (but Android is improving).
I don't have any experience with it, but this Android app has a real-time voice changing function (as near as I can tell, most apps like this will record your voice and then play it back, rather than changing your voice in real time). Looks like you'll need speakers or a headset or something—this is probably intended to limit feedback.
Well, the only option is to not listen to yourself speaking - if you use headphones, you will hear yourself after a delay. And you will always hear yourself speaking (even if you use headphones to block out external sound) - because the audio travels through your head/bones.
If you have an iOS device, you can try some of the voice changer apps like VoiceMod, but they may not allow you to record at the same time.

This may have slightly lower latency (i.e. better) - it may allow you to record as well (click the Headphone icon on top-right to mirror to headphones) - and there is a Record button on top-middle as well, which may do what you want.
