Pe vremuri mai funcționa o metodă: făceai call divert către un număr de fix și acolo apărea cică numărul care te suna, chiar dacă o făcea cu număr ascuns (dar îți va trebui un telefon fix cu CallerID).
edit: tocmai am testat, nu mai funcționează trucul ăsta (cel puțin nu pe rețeaua fixă a RDS)
Ca să blochezi ai mai multe metode:
ROM custom cu call blocker încorporat - cea mai bună metodă deoarece nu trebuie să rulezi o aplicație în plus iar blocarea se face la nivel de sistem de operare
Root Call Blocker - a doua cea mai bună metodă deoarece blocarea apelului se va face la nivel de radio, însă îți trebuie root ca să rulezi aplicația.
Un oarecare call blocker - cea mai proastă metodă deoarece din experiența mea am observat că astfel de programe mai scapă câte o fracțiune de secundă apelurile până să le blocheze, ceea ce înseamnă că telefonul va suna/vibra puțin până ce apelul să fie respins.

I suggest you don't listen to the people telling you that this isn't possible on your phone. It almost certainly is, though it would possibly take some doing. Is your phone rooted? That may help. If you're not familiar with that process, it is achieved in different ways depending on your phone and its software, undertaken because it can give you access to function on your phone not possible otherwise. Not knowing how comfortable you are with doing that sort of thing, it is hard to say if there would be a solution you're comfortable trying for.
I set up my girlfriend's rooted nexus 4 running lollipop, for example, with this app, and now the phone hangs up on the numbers it is programmed to block, so that there is no voicemail.

But root is needed for that app, and I couldn't say if it'd work on any phone.
Are you familiar with the xposed framework? Root is required for that too. I used to have the set up you are looking for going on my old phone via xposed. I think it was this module. http://repo.xposed.info/module/org.baole.app.blacklist
Apologies if all that is a bit technical. Point is, it is possible if you're willing to do some readings and make some modifications. Doing all that (and making backups in case you break something) can however be time consuming.
What I would ideally like to do is block calls from ALL numbers that aren't in my phonebook. I had a root app a loonnnggg time ago on my Android phone that I used to set up custom filters and it worked wonderfully.
I know it might sound like I want all of the features that my Androids have had, but I actually really like the W10M platform for my (non power-user, non Snapchat-user) needs and my device excels in areas that my flagship Androids have been horrible at (i.e. battery life).
If worse comes to worse, I might just take my phone to the local AT&T store and see if they can give me a new number for free on the grounds of harassment.
No, sadly. Place the number on the National Do Not Call Registry, then (if you're rooted) get Root Call Blocker Pro so you can block calls that do not show a phone number (or ones that just show something obviously fake, like 515344 for the number, instead of a proper 10 digit number).
This will block out 90% of those random calls, the other 10% will be numbers you can report to the FTC.
Root Call Blocker does what you'd expect.
I just use Root Call Blocker to pick up, and hang up immediately.
