If you are truly a griefer (stream sniper) then yeah you might get banned. If you just play the game like the overwhelming majority you have no chance of a problem.

It's definitely an app. Everything is. You can even download Samsung Push Service from the Play store.

The app file name should be "com.sec.spp.push", without the quotes obviously.

If you can't disable it via the Apps menu in settings, you can definitely manually disable it using adb. Just follow this tutorial.
