You need to pay for this app, but it seems to work on shield TV (I haven't used it myself) and lets you stream to Youtube live among other services. There's a free version that you can test but it has a time limit per stream.

It's not exactly straight-forward, but it can be done.
There are a few different ways to do this from an android phone. First thing would be an MHL cable like this.
A lot of android devices support MHL. This type of cable will give you an HDMI out from your phone or tablet. Look up your specific device to see if it supports MHL.
Another thing you could try to cast your screen to a Chromecast and plug the Chromecast into the capture card. I would only try this if you already have a Chromecast since there may be some funny software restrictions to this. (Chromecast may use HDCP to block the capture card, or the game may block screen casting.)
Finnaly I have used this "Screen Stream Mirroring" app to capture the screen on my phone and broadcast it. This app lets you stream directly to twitch, or you can use Nginx to stream it to OBS. This link is for the paid version, however, they do offer a free version if you want to test it.

As for the bes device for streaming I would say any device with a good CPU. Software based screen capture will use a lot of CPU power.
For streaming on Android, there are a few other apps you can use. The YouTube gaming app will let you stream direct to YouTube or record locally. The one I use for streaming is called Screen Stream Mirroring. I did pay $5 for it (thanks google rewards!) and I feel it was worth the cost. If you install the Google adb drivers you can pipe your video output through USB which makes it lag free.
That doesn't work on my S7 edge (Exynos). And if it would you'd also send the audio along, and the lag is unbearable.
The only thing that worked for me was this app with audio disabled, but in games it only works for a few minutes, and then you get the overheat warning.
This is quite annoying when I try to assist my 5yo daughter when she plays a game.
I don't know of a free app but This one has direct twitch support. Or well they have a free version but that one has a time limit.
Disclaimer: I have not personally tested direct streaming to online services, only sending the encoded video output to OBS.
In any case however you are going to need a powerful enough processor and/or a dedicated video encode chip on your device to compress the video heavily for sending it in real time through the network to your desired destination, be it local or an internet service such as twitch.
You will probably want something like this, but you will need a capture card and want to connect to WiFi. Alternatively you can use an app like Screen Stream Mirroring to broadcast to Twitch directly from your phone. However from the videos I have seen of this, it seems slow an unreliable for Twitch broadcasting

My old Nexus 5 did, however none of the google phones past the Nexus 5 (6, 6p, and all the Pixels) support it now. Check your phone's specifications to see if it supports "MHL" (sometimes it's also called "SLIMPORT") which is the name of the video-output-over-usb-port technology. Here is a list of devices that support MHL and SLIMPORT, but always check with your specific device's manufacturer to be sure.
If your phone doesn't support this, then your only other choices are:
Stream your phone's display to a Google Chromecast and capture the Chromecast's output using a video capture device. Unfortunately this will introduce quite a bit of lag. I've tried it, it's virtually impossible to play any song at all that way. OK for scouting videos, but NOT OK for playing songs.
Use an on-phone streaming app. Your phone needs to be fairly powerful, otherwise the video encoding and streaming will cause the phone to slow down and introduces a ton of lag. I use Screen Stream Mirroring Pro - it's a paid app, but is fairly cheap ($4.99) and imho is worth every penny.) On my Pixel XL I am able to stream using Screen Stream Mirroring with no discernible lag. There are other apps I've heard of (BitStream, mobizen, Youtube's Gaming app has built-in streaming but of course it only streams to Youtube, etc.) but I don't really have much experience with these.

You need start stream in dex mode and open a stream on tablet screen. But of course you won't be able to use s-pen to interact. But you can try team viewer. If you start it in dex mode team viewer host and use team viewer client in tab screen, there is a chance it's gonna work.

2nd one is to use a displaylink video adapter. I use wavlink usb 3.0 to hdmi adapter wl-ug3501H. You can put it in your usb-c hub (it's better option because you can charge device at the same time) or just use a usb-a/usb-c adapter to plugin displaylink video card. Then you need to install displaylink presenter & displaylink destkop app from play store. Run the app in dex mode on tab and open displaylink app.
