It appears SEPTA has some realtime-GTFS (General Transit Feed Specification) data. This is the backend data that powers these kinds of heads-up displays. To be honest, most agencies across the country have just starting collecting and using their transit data for internal audits and disseminating that information to consumers. All that hardware requires a lot of maintenance and a large budget just to implement it. I saw a presentation ~3 months ago that said Boston recently just implemented it on regional rail to adjust their headways.
As for why this isn't pervasive in Philly yet, I don't know much about their infrastructure more than 3-5 years ago. However, SEPTA appears to be turning over in its approach to technology (as seen with the new payment system and a publicly available app).
