That's a very good solution. This should be inbuilt feature in Android.
I am using smart lockscreen protector - It disables power menu on lockscreen.
But, inbuilt options are always better than using apps.

I just tried it but trying to force shut down still worked. It actually reboots but one could just hold the button combination for bootloader/Recovery mode and power it off from there. It might vary from device to device.

Yeah. There should be an option to enable password for power menu or at least disable power button on lockscreen. It should be inbuilt in android itself.
Until then, there are some apps like smart lockscreen protector, Cerberus etc. has an option to block "Power menu" on lockscreen. Thief will be able to force restart the phone by pressing power button for 10-15 seconds. But power off functionality is prevented.
Smart lockscreen protection also disables status bar pull down on lock screen. It's very useful because thief can easily toggle airplane mode.
If thief hard reset the phone, it will be locked by factory reset protection. (There are some videos that shows how to bypass it. But with new Android security updates, I think it's not very easy now.)
Yes, I use an app called Smart Lockscreen it blocks the power off function when locked and also in some devices can lock the status/notification bar, it's free, it works so well with non-removable battery devices, I've been using it on my S6 and now S7.
I was using Smart Lockscreen Protector (https://play.google.com/store/apps/details?id=com.nezdroid.lockscreenprotector&hl=en) on my Nexus 6 on 7.1 to disable the power menu and quicksettings pulldown on the lockscreen. This no longer works on my Pixel 2 XL on 8.1. Still using it to disable to power menu, but it still shows up for a half second or so where you can power it down if you have quick fingers.. havent found a solution to that yet.. As for the quicksettings, I've noticed that Location and Data cannot be switched off with the phone locked, so not a big deal anymore for me
[edit] blocking the quicksettings pulldown with the above app may not have been working on 7.1.. I cant remember if it stopped working after I updated from marshmellow
Smart Lockscreen protector (https://play.google.com/store/apps/details?id=com.nezdroid.lockscreenprotector) does this. You can disable the notification center and the power down menu as well. However I found it to only work sometimes, so I uninstalled it. Maybe you have more luck.
The closest I found is https://play.google.com/store/apps/details?id=com.nezdroid.lockscreenprotector but if you want to protect your phone, it's useless because you can remove the battery or long press the power button since it's a hardware shutdown.

So if this app is running, you have password protected lockscreen. And your device is locked. Your husband won't be able to turn off that device. (Given that he doesn't know your lockscreen password or use your fingerprint when you are sleeping.)
Only thing he will be able to do is restart the phone. (If power button is pressed for more than 10+ seconds).
Paid version has autostart feature. So that it app starts automatically after restarting the phone.
You mentioned that 45 minutes delay when you restart the phone. That's too much. It is possible that because of that it can delay autostart of "smart lockscreen protector". This delay might allow him to access power menu and turn off the device. You should give it a try though.
I was recently robbed and I went through the same things as OP. I got an S8 after that and searched this problem and found Smart Lockscreen Protector it's an app that disabled the phone being turned off from the lockscreen, and it also can disable the quick settings menu to be pulled down from the lockscreen. The only problem is that you have to activate it every time you restart your phone, but you can pay for the app and have that option disabled.

This always bothered me. Why the hell are quick settings controls accessible from lockscreen? Also, why doesn't the system require a password/fingerprint to shut down/restart? And on top of it all, when you locate your phone through Google's tracker, it shows a notification (WTF?!). Luckily, I can count on this app, which hides the "Power menu" from the lockscreen, and blocks the quick settings from being dragged down.

its not 100% perfect, as it takes a bunch of milliseconds to hide the lockscreen the first time, but thats quick enough to catch any thief off guard and the following time its instant, so they will probably be unable to power it off 99% of the time.
also I recommend not turning on the option to ask for the pin before startup, instead of when the device started and is at the lockscreen, as I think the data and GPS is not activated then, so they could just jold Vol- and Power to restart it and because of the startup pin you cant track it anymore.
I think its pre-enabled, but make sure that you cant change the data and gps settings through the nav bar on the lockscreen. (the option is called something along the lines of "secure lockscreen settings" in german)

Use o bloqueio por desenho/padrão. Desbloqueia rápido no dia-a-dia, e se não deixar a tela suja não tem como o meliante reproduzir.
No Android 6+, tem como gerenciar os atalhos rápidos (ligar/desligar 3G, modo avião, etc). Segura o dedo no atalho de configurações (engrenagem entre a bateria e a fotinho de perfil), vai aparecer um menu novo de configurações. Remova 3G, Modo Avião, e Localização. Mais detalhes aqui. Não esqueça de manter localização e dados móveis ligados, óbvio.
Baixe o app Smart Lockscreen Protector, ele tenta não permitir desligar o celular com a tela travada.
Sei que não é muito, mas já facilita pra encontrar o aparelho se for rápido. Qualquer ideia/crítica é bem vinda.
What happens If Someone force restarts it? Can It automatically send location info or some other info after every restart? Does this function work in non-rooted Android devices?
Edit : I have non rooted Redmi note 3 Pro. And I am using Smart lockscreen protector app. It locks long press power menu options on lockscreen. So, that phone can not be turned off. Someone can force restart it untill the phone is dead though.

I got pretty close.
I upgraded to Marshmallow, activated dev tools and unlocked the System UI tuner.
I used this to remove everything from Quick Settings (I don't use that anyway).
Next I installed this lock screen protector. This prevents anybody from being able to turn the phone off via the lock screen (easily).
I also have my phone encrypted and the sim card pin protected.
Obviously not perfect, but good enough.

You can disable soft reboot by modifying seckey.kl if you're rooted, I usually go this route as I don't like to rely on apps to solve problems.

Also Mostly a normal thief will not find the nsfw pictures. Mostly because they do not want your pictures but the phone. They will sell it after resetting it. Also do remember that if your phone do not have lock screen then anyone can turn off your data or remove the google account from your phone.
And for the last time please use some apps like file hider or something so that someone accidentally/unintentionally do not end up see those pics (could be your friend/neighbor/kid)

i've been using an app called Smart Lockscreen Protector which make the power off menu disappear before you can click on power off icon making user be forced to unlock the phone before turning off the phone. Of course this isn't a sollution because someone could just remove the SIM Card in order to block any mobile signal. But this could make some time if my phone is stole.
Plus i have Lost Android Installed.
This one works without root. Powermenu flickers for a really short moment, but I can't seem to press power off at that moment. Long pressing powermenu still turns it off though
