I think Splendor and Carcassone match all of those.
Both Splendor and Carcassone match these requirements:
The obvious con is: they are not free.
They both have expansions as IAPs, that as far as I know match real physical expansions. I think (physical) Carcassone has close to 20 expansions but there's only 4/5 available in Android.
Splendor has 1 expansion in Android and I doubt it has many more in the physical version. In my opinion Splendor is as enjoyable without the expansion as with, it doesn't add that much. I haven't tried any expansion of Carcassone to comment on those.
Storage wise, Splendor is taking 153 MB on my device, and Carcassone 94 MB. I'm not sure how much was required to download nor if it was all straight from play store or if they're one of those games that downloads stuff at first launch. I could double check this for you from another device if it's an important factor.
I personally prefer Splendor, but I'd recommend you getting somewhat familiar with the rules/gameplay of both, and check their Android gameplays on youtube.

A game about collecting gems, to buy gem mines, to get more gems, etc.
A game last 15 minutes, and you can play in coop (share the tablet)

Splendor, Small World 2, Onirim (Solitaire tarzı) ve Reigns (veya Reigns: Her Majesty)
Most important - learn to leverage what you have into something that you need or want. Pick up a game like Splendor to teach you the basic version of this, but remind yourself that it can be viewed as an analogy for your life - taking things you have, assessing the value in them, and using them to get to the next step.
Soft skills like working on a team, showing up on fucking time, and communication are all extremely important - and will likely be taught to you if you get a college degree (in addition to the other field-specific things it teaches you).
Also learn to read with intention - both books for pleasure and books for learning. For practice doing both, read The Art of War and The Silmarillion. Both have a buttload full of information, both have things that most people can have at least a mild interest in, and both are incredibly well-written books intended to be read by an audience that wants to digest an in-depth work.
There are a lot of other great skills, but as far as real, practical skills:
99% of the people in your society uses an internal combustion engine and some type of digital system.
If you learn how to either fix or build either of them, you will always have a 'fallback' career, as well as being able to have a little skill that others in your 'boring office/warehouse job' don't have - makes you stick out as valuable. (bonus, you'll save a ton by fixing your own shit)
If you learn how to fix or build either one in a particularly in-depth or knowledgeable manner, you will always have a job. In my town there are tech companies that are hurting for people enough that my first month at my new job is only training, that I could immediately take elsewhere.
Practically anyone can be trained to be 'the oil-change guy' at a mechanic shop. Practically anyone can be trained to follow a rehearsed list of questions to ask people at an i.t. call center.
You CAN get a job doing either. Once there, you CAN get trained to do more complex stuff. Once you are trained, you CAN move out of the awful job you started in and go somewhere with more pay and less stress.
the official one is great. https://play.google.com/store/apps/details?id=com.daysofwonder.Splendor.gp
Splendor appears to have the same sale.
Here is the official online game: https://play.google.com/store/apps/details?id=com.daysofwonder.Splendor.gp
Splendor was just released, from the same devs that did Small World 2 and Ticket to Ride board games.
