Having an AI ally in a cell wars game does sound awesome! Without the AI I find that if an AI and I are smaller than another AI I just restart the map. There's no point in trying to fight the big AI since the smaller one will take me out as I try to do so.
The closest I've seen to diplomacy with an AI in this kind of game is Neptune's Pride 2. The AI in that game is supposed to take the place of players that dessert the game. It's pretty dumb tho, it'll be a predictable friend until you attack it.

Reminds me of Starlink https://play.google.com/store/apps/details?id=com.Tasharen.SG . Starlink had node attack decisions based on certain nodes causing different effects, such as double production (rather than gaining access to gold or mana resources).
Why would you ever have a tower not in harvest mode? That seems like unnecessary complexity.
I was browsing the Play Store with Yalp Store when I came across a fun little strategy game called Starlink. It works great, but probably nobody knows it. Would little games like this qualify for those lists? There's probably thousands of little games you could play on your Oculus Go!
