Still new to the Nexus community but it looks like there's an app that might solve your problem until Google releases their own version for MM I googled 'tiny planet android' and it came up with this app https://play.google.com/store/apps/details?id=com.lyrebirdstudio.tinyplanet&hl=en

The only true consumer 360 camera at the moment is the Rico Theta. The new model, the Theta S will be available in the next few weeks. However, 1920 resolution is extremely low for a 360 video, but its super easy to use, takes great pics, and is only ~$350 or so
Edit: just saw you just want to take a picture, not video. There are a ton of Panorama apps, where you take a bunch of photos and it stitches them into a 360 photo. Look for one that says something about "Tiny Planet," "Little Planet" or "Stereographic" and you should be set

Edit: hey dear redditors, you seem to like the effect - it's rather easy to do! You can use an app from Play Store (or something similar for iPhone) - I've used Tiny Planet FX Pro here but there are many more and free too (Planetical is a good choice)
For example, there was a battle on r/photoshopbattles. My idea was a <strong>fake RHCP album cover</strong> - that's where Tiny Planet seems better than others because of its "invert" and "twist" functions. Everything else is Snapseed (including text and it's transparency)... Try it yourself! :)
