Transmission is a really nice game and gets pretty hard after a while. It's free and without ads, which is a plus in my book.

It's hard to explain how the gameplay works, but it's really run, very addictive, and definitely the sort of game that you can just pick up and play for 5 minutes or so
The first few levels act as a tutorial to the game, so I would recommend playing them (which will take less than 5 minutes), and see if you like it
Recently I played Transmission, a fun little game where you connect circles with other circles and sometimes squares to send data around. I'm not very good at explaining. The game is ad-free, need no permissions and don't sell anything ingame, also it's kinda relaxing.
Puzzle, Transmission
I feel like the shovelware reviewer definitely was coming from the point of view where the game has programmer art which makes it not look like a finished game.
I think some good examples of a puzzle game with a good "juice" experience is Snakebird, Mini Metro, and Transmission. The latter two use pretty basic art with good animation/effect/sound. Both Snakebird and Mini Metro have even enjoyed a decent amount of success on steam, not just mobile.
I'm also a puzzle game fan myself and they're all exemplary puzzle games all-around.
I'll chuck a few suggestions in here as well, for what they're worth. These are all at the casual "play on the bus" end of the gaming spectrum, but I got a lot of enjoyment out of all them. Transmission in particular is well worth checking out if you like puzzle games. All these are free, no ads, no IAP.
I've never played it as a game on the web (it might've started that way in the past), but this sounds exactly like the game Transmission. It's currently on the Apple Store and the Google Play Store.
