Hey man, late follow up - I checked with TSN who said they weren't covering Super Rugby this year. I sent their email to a contact of mine at SANZAAR (South Africa, New Zealand, Australia, Argentina Rugby) and asked who owned the rights.
SANZAAR confirmed TSN owned the rights and cryptically said that they would "investigate". I checked on TSN's website just now and they have updated the website to show the Super Rugby 2017 schedule (Link).
The downside is that all of the games will be shown through their godawful TSNGO platform - supported on iPod, iPad, and Android phones but last time I checked, not android tablets.
I'm not sure what would be causing this.
Are you using a VPN / location is Canada? Are you logged in with a Canadian google account? Have you tried using your phone or tablet (if you have an android and are logged in using the same account) to remote install it?
Personally I use a Chromecast however most smart TVs have mirroring built in.
As for TSN go it's a free download from Google Play!

The issues with both of these apps has been a constant theme and well established, but we don't need post after post stating this.
No one in this community can fix the issues with these apps. Sportsnet (Rogers) and TSN (Bell) are the only ones that can fix their apps.

Tracked it down. It was the TSN Go App. from Bell Media.
