Do you have much software experience? Respectfully as a software dev in a company of Uber+ scale, this mindset is the type of thing that gets chuckled at by the water cooler. Even if you assumed that the app is in maintenance mode (it's not), just keeping the ship steady is nontrivial. It takes more time & resources than expected.
Don't work in ride share, but you can also add on top of what you said:
I mean having too many devs is equally unhealthy, but dismissing Uber as a one-app product isn't valid. This is coming from someone who's never been bullish on rideshare.

I installed on my mi a1 and it works ok, I can register as a driver
are you able to log in on the desktop windows/mac portal to see your status? your background check came back OK and all your driver documents are ok/approved?

Cycle power on your phone. see if app needs update. Current version (android) is 4.332.10001 and was updated on 9/7,
No good? do a complete uninstall of the UBER DRIVER APP - cycle power - reinstall app and try to log in.
if that doesn't work, reset phone to stock OS and reinstall your app. Before you do all that - maybe see if there is a hub open and make an appointment to go in and sit with someone.
