If the person you're calling has the Viber App (here it is for Android and iOS), then you can call them from your cellphone for free.

I'm sure there are other similar apps, but this is the one I have been using with friends and relatives abroad.

Are you basing this on the icons presented in one of the packages? The one that looks like a phone but is actually Viber?

What about viber? Available in windows phone, android, iOS and PC.

Personally I don't use it that much as I find the stickers quite annoying. Still, it's a decent enough option and you could give it a try...

FYI: If you don't have a phone or are out of minutes or don't want to spend the money to make a long distance phone call (is this still a thing?) you can try using PopTox https://www.poptox.com It's a free service that lets you make phone calls from inside your browser. It works on a laptop, but I haven't tried it on a mobile browser.
