Lots of this going around; they'll imitate your area code and exchange and then you get weird calls from people upset that you called them with a telemarketing scam. Highly annoying.
I wound up using an app called "Whitelist Call Blocker." It dumps all incoming calls to your voicemail if they're not on your contact list. I used to get 1-2 per day, usually when I was trying to sleep. Now, I get zero.
Also, it turns out that I never set up my voicemail. Oops.
well i have an old note 4 but with a note7 rom, so its just the call app from a note 7 ported, i doubt new phones would delete those options...
You can easily check a new phone at best buy or something and enter the call app, the option to block should be in the app and not in the overall settings
Still you can look for an app that allows whitelists like this one
I did a quick search and found that, there would be more apps that do similar on the store, just look around and test them
I installed the Whitelist Call Blocker app yesterday to send all calls to voicemail except from my contacts. I guess I'll still get voicemails, but at least my phone won't ring.
Are you looking for something like this? I've had this problem too. The ones that show up using your area code actually aren't some spam number, they just hijack someone's local number I think. I decline because I don't know them and call the number after and I got a couple of confused people. The built in google spam alert thing usually works pretty well, so I don't use anything else.
I installed Whitelist Call Blocker and haven't had a harassing call since. Basically, it sends any call from a number not in your contacts to voicemail, which is enough to ward off telemarketer scum.
The calls I was getting used randomly-generated local-looking numbers; they'd use a familiar area code and usually the same exchange you were in to make it look like a pertinent number. A fun side effect of this is that you sometimes get calls and texts from creepy jerks who think you called them. When one such yahoo tried stalking me from just my phone number and even called me at 4:15am while I was working, enough was enough. Now they all go into a black hole.
I can only speak to the Android, as I don't really use iPhone. Both phones have the app, but I've heard the iPhone is a bit more limited. But setting a quiet time is simplicity on Android.
Hell, I'd bet that the Apple phones have some sort of quiet time mode as well, so you might be able to kill the speaker for that time period.
Here's the real rub: if you can, figure out how to white-list your contact list so that you don't miss anything important. (My wife's aunt missed the chance to speak to her father before he went into a surgery that he didn't survive because she didn't do that.)

Hope this helps!
Can't tell if sarcastic or not so here's a link to an app that does exactly that: https://play.google.com/store/apps/details?id=de.tn_software.callblocker&hl=en
Maybe this one can do what you need?

I did not test it by myself. I just searched for "call blocker whitelist".
