And that, right there, is the indicator. It's not the charging that causes it, it's the controllers being on. Being in use makes the situation worse? Then yes, the controllers interfere with (old) Wi-Fi.
The controllers use the same signal range (Bluetooth or 2.4GHz) as older versions of Wi-Fi (2.4GHz).
If your Wi-Fi setup is an older one that uses the crowded 2.4GHz range, you're going to get interference when you use other devices that also use that same communications range.
This has always been the case, and will always be the case. If you want to be surprised at how crowded your area is with Wi-Fi connections, just use this Android app. Here is an example of what you might see, and these nine separate Wi-Fi signals probably are a low average. I don't live in a dense area.

Yes, the signal can easily be somewhat weak but still okay speeds in one place, and just slightly weaker and slow in others. Interference can easily be a factor.
I use extenders myself on my network, and they do very well. Wired back haul to the main router will always be better where it's possible (so in that case you'd need an Access Point, but most extenders can do that as well), but it's not always possible.
Find a place where the signal back to the main router is strongest and put your extender there.

A few things;
Does it only show up on her laptop or for every other device? If it's only her laptop, it could possibly just be a cached network connection that needs to be 'forgotten'.
Does she have a wireless internet device that's set to be used as an access point?
Was an access point installed in the ceiling or other area of the house at an earlier time and forgotten about? Maybe a cupboard or in laundry?
When you turn all devices off except one (e.g. a smartphone), does the SSID appear on the individual device?

If there are any wireless cameras, you should be able to pickup the signal with an average smartphone, using an app such as this one. You won't be able to tell what is being transmitted, but I assume most stable don't have their own wifi router, so a strong signal near it would be a good sign that there is a cam streaming to something

Well, interference issues are more likely on the 2.4GHz network. Since you're not using that, it's somewhat less likely that's the problem.

All the options can be a little hard to find. There is a menu up top under your SSID where you can check channels, etc. There is an Analyze button at the bottom that can point out some issues. You can also do ping tests and look for packet loss or long travel times. Some other useful stuff in there too. That's all included in the free version. I haven't paid for it. So see if that gives you any clues.
I was hoping it was going to be as simple as you just needing to switch to 5GHz but that's not the case. Mine only disconnects when I haven't used it for a long period or my phone sleeps or I've used a lot of other apps and it is no longer held open in memory. But it never disconnects while I'm actually using it like yours.

A te szempontodbol irrelevans, hogy mashol hibatlanul mukodik a Digi, ha a kornyekeden valami rosszul tervezett halozat van, vagy egyszeruen annyira tulterhelt, hogy gyakori a torlodas.

They can be hit or miss.. When they hit they are great - when they miss they can suck just as bad as WiFi.. Power line adapters have improved over the years.. but decent ones can cost about $100.. You can google up Best power line Ethernet adapters and see if something is in your price range and use case.. Just make sure you get them from a place you can return them if they do not work well in your home.
So 1st off what type of WiFi are you using ? - What router do you have? Does it do only 2.4Ghz or does it also do the newer 5Ghz?

If you phone can do both 2.4Ghz and 5Ghz Networks you can check for both of those..
So for trouble shooting WiFi - it is good to know what kind of Router / Gateway you have?
I don't know if you have an android phone or not but on mine I have a wifi analyzer App. WiFi Network Analyzer You could use this to see if you have other neighbors using the same channel as you and login to your gateway and change it. You might want to check with TWC before you make any adjustments since I gather you are renting it from them.

It's likely that you are too far from the router and the Wifi loose "power" and/or get interference. To check the signal you can use this little app. You can find one for windows too here
Concerning the powerline network of your brother, it is not the cause for you to have a slow internet (unless he is using all the bandwidth ).
Get one of the adapters and connect your computer to the Ethernet port.
You will resolve your problem with this solution.
Other reasons can limit your speed but that one is likely the most probable.
