If transferring files is all you need, setting up ftp may help as well.
The process is pretty straight-forward, actually:
Step 1: install a ftp server app from play store on your phone. There are plenty of them,
I suggest this one. You can set up the username and password as per your preference in settings. Keep in mind that the phone and the pc needs to be on the same local network (same Wi-Fi, or you can just connect the computer with the hotspot from your phone)
Step 2: open files app in elementary, on the side pane under network section, click on connect server.
Step 3: Select the type as 'ftp with login' from the drop-down menu, and then fill the local ip address (provided in the app in step 1). If you are using your phone as a hotspot it'll almost always be 192.168.43.1 and the port is 2221 by default, you can leave it as it is.
Fill in the user details, and you're good to go.
You can see all the files on your device in a new tab. You can even bookmark it, and you won't have to enter the IP address ever again.
Basically, i guess, by "find the phone" you mean "look at its files from a computer". The easiest way to do this, IMO, is installing an FTP server app on the phone. FTP Server for Android on both phones, then use your computer's Explorer (file explorer) to navigate to your phones FTP server and pull the files like that. Should be as fast as your wifi will allow (may still take some time for 7+GB).

No longer a windows user but this app worked super well for me. Big files transfer very quickly and you can access your whole phone. The app looks ugly but functionally is great, it will just show your phone in the default windows file manager.

If I understand correctly what you wanna do, then there's a program called "Allavsoft" for pc that lets you download anything from Spotify if you have a link. It has a free trial with limited amount of downloads, but there are cracks for it. The problem with transferring playlists from Windows to Android is that the music files don't have the same path on both OS, so the playlists will come out empty on Android. You'll need to edit the paths to match your Android library. For a one-time operation, it's fine, but if you need to do this frequently, it's a problem.
If you listen on both OS, here's what I suggest
Since both Gonemad and Musicbee use the same tracks ratings system, rate your playlists in Musicbee , ie. Give all tracks in playlist A, 5 star, playlist B, 4 stars (or 4.5 stars ), etc.

Create a folder pair with your music library location on 1 side and the FTP server path on the other.
Do a mirror sync. Then create autoplaylists in Musicbee with star rating as criteria and create smart playlists in Gonemad with same criteria.
Use bluetooth keyboard/mouse combo and put your files on a usb drive. Or install an app via play.google.com on your phone that lets you access all your files on your phone via ftp on a pc, like this one.
You could also install teamviewer on your phone and control it using your pc.
Find a WiFi file transfer app. There are tons. I find it more reliable and convenient than using the USB cable. I use this one. It's an ftp server, so in windows explorer (like, what you use to view folders on your computer) type the URL it shows you (ftp://192.x.x.x:1234 or whatever it says)

If you don't care about speed, you could try out Wi-Fi FTP apps. I've used WiFi FTP Server and it worked great for what you're trying to do.

You could also try something like WiFi FTP Server. Start up a server on your phone and then connect to it using ES or another explorer with FTP capabilities. As another FTP option, some Netgear routers have a Readyshare feature that is basically like an FTP server that devices on your network can connect to. If you have a netgear router, you could see whether it supports the feature. There are a number of file sharing apps you could try as well that use wifi, wifi direct, bluetooth, or the like. Wifi direct or bluetooth would definitely bypass any issues of your router blocking the data transfer.

Well if you havent got any buget it is quite hard. If you really wanted to host your files on Android you could for example do it with an App like this. But it really isnt recommended as phones are far from reliable. A much better option would be to use an old computer or an Raspberry Pi and put some hard drives in it and run Nextcloud for example. Im sorry to "destroy your dream" of an own cloud but it isnt quite as easy. Having said that with like 80$ of budget you can build yourself a quite decent NAS. If you need any help with that feel free to ask for help here or in r/NextCloud.

Additionally, when you open one of the said photos in QuickPic, you can go into details which will show you the location of the photo. Last but not least, don't use QuickPic from the PlayStore! It has become filled with crapware / background services by CheetahMobile since its acquisition.

Your data partition is encrypted, unlocking the bootloader will format it and create a new encryption. If your are using the Op3, the filesystem will additionally be switched from ext4 to f2fs. You will not be able to recover anything this way! It will be 100% lost!
