Hello! I'm a member of a startup called netbeast which has developed an application Yeti - Smart Home Automation. It shows the Philips Hue lights in a grid with an easy access. I think maybe this is what you are looking for.

I'm not sure what you mean by "Xiaomi Philips Smart Bulb" (it's wither made by Xiaomi or by Philips!), but I think both types of smart bulbs are controllable via IFTTT and Google Assistant ("OK Google, turn on light").
If you have a Xiaomi Yeelight, you can also use Yeti, and there are a few others, but it's not clear if you're using a Yeelight or something else.
