If everyone has a phone on them, how about a push to talk app? That solves the not knowing where the others are problem.

You need to have network access to have push-to-talk voice chat. It needs to have some way of sending the voice data to other users.
The only thing I can think of that is feature complete and fully FOSS is Mumble but it requires a server - either your own or any of the free servers. It's a bit involved to get setup for what you're doing. The [unofficial] Android client is Mumla.
Zello and Voxer both have much of their code and APIs on Github but the clients aren't open. Both apps will ask for permission for local storage, phone calls, and contacts but will work if those permissions are rejected. Only microphone is required, obviously. I prefer Zello for simplicity and common sense UI.
If you're all on the same phone provider you might be able to use their PTT software, I think Verizon and AT&T have some. If it were me, I'd still choose Zello over those options.

Maybe it requires a GApps package (which includes Play Services) to work properly but besides that there are no reasons why it would not work on LineageOS. That app is like Skype or WhatsApp > calls for example.
