If I had to guess, I'd say when their main financial backer pulled out it had them scrambling. They were dropping logistical balls left and right - they didn't apply for a festival permit for Watkins Glen until mid-April... almost a month after the lineup was announced, and just days before tickets were to go on sale. When the permit ended up being denied, that started the scramble for a new location. And that sort of thing gets agents nervous. I'm sure a lot of them started advising their clients that bad things happen to reputations associated with failed festivals, and that started the artist exodus.
What really surprises me is that this was Lang's project - he was one of the original promoters of the first Woodstock, so he's had 50 years to think through his mistakes. And the first Woodstock did end up making a ton of money - just not for him.

Who knows? But if you're interested in that era, read Peter Coyote's memoir "Sleeping Where I Fall." He was one of the original Diggers who tried to create a whole new "everything is free" economy in Haight-Ashbury in the '60s, then moved out to various communes when that fell apart.
