I find that pretty hard to believe, but that's not based on a whole lot. Its feasible in theory, just feels unlikely given the proficiency of our government. While its not directly related, I do know that ASIO works with big consulting firms to leverage "big data" (sorry for the cringey corporate term).
ASIO maintains a list of individuals who are considered to be "of interest", however this list is far larger than feasible to have humans monitoring its members. In other words, there aren't enough ASIO members to track all activities of members on the list. So instead they have systems that look for behavioural patterns, and flag those who deviate from their "normal" patterns. That narrows down the list significantly, so that ASIO can keep an eye on those who might be preparing for something. If it can be determined that someone intends to commit a terrorist activity, ASIO might be able to stop them right before any innocent people are hurt.
Coming back to your original question, I say its feasible in theory because we know voice recognition is absolutely possible and easily accessible - so it stands to reason that if ASIO can access your phone calls, a bot could theoretically flag those that include specific keywords. Its unlikely because the sheer volume of calls that would be flagged would be enormous - and those terms on their own aren't indicative of intention to commit a terrorist act.

I think you have to remember that Australia has a low population overall. We only have about 25 million people all up, and (according to some website) that is only 3 people per square km. There just aren't enough people to sustain big cities outside of the east coast which was colonised by Europeans before the north was. You also have to remember that European colonization only happened about 230 years ago. I'm not sure how the population of Indigenous Australia would have expanded over that time, but 230 years isn't a lot of time for urbanisation of a country. Other countries like the US have had 500+ years for the urban sprawl to develop. Some have had 1000s of years. Darwin was only founded (by Europeans) around 1869. That's like, yesterday.
I highly doubt any VPN company would agree to that, it's a slippery slope that could very well be detrimental to themselves and their workers, to be sure stick to a reputable VPN like Nord or ExpressVPN

I want to note that streaming providers like Netflix have cracked down heavily on VPN providers in recent years by blacklisting their servers, and it can be quite a task finding a server that works. You would configure the settings on the modem itself, usually via VPN configuration settings. But to my knowledge, the vast majority of ISP-issued routers here in Australia do not support VPN configurations. At least my Telstra smart modem doesn't :). If this is the case for your modem, your best option is simply getting the right app of the VPN provider you're with for each of your devices, if applicable.
Finally, every VPN will have different limitations on how many devices can be connected to the VPN simultaneously per user. Just to name a few, ExpressVPN has support for up to 5, NordVPN has up to 6, ProtonVPN has up to 10.
