I'm using Android 7 myself and I'm not having a problem so I don't think it's (just) the OS.
Do you see any error messages?
Is this internal storage or an SD card?
Is your storage full?
Are you able to see if the roster files exist using a third party file manager app such as File Commander. Default folder is /Android/Data/net.battlescribe.../files/rosters
So for what it's worth, although you can't control the location Battlescribe saves rosters to, you can use an app like AutoSync to sync the Android roster folder with your chosen Gdrive folder. Obviously on the PC you then just save/load with that folder normally. Saves you a step and makes it all automatic!
This doesn't enable reporting, or data visualizations. If someone plays a tournament every three months, and plays casually once a week or so, they'd have >75 notes fields to review.
The ITC Battles app captures these as data points. This would enable actual reporting. As these functions are already available, I was curious if there could be a reference to ITC battles record(s) so that you could start to have an entire picture of
Right now, there isn't a good single view to provide that tracking. Any manual tracking of list performance is a combination of apps (eg. ITC Battles and Battlescribe). Each of these has their own specialization (game detail vs. list build and detail) - but to marry the two of these would give folks a really strong combination of the best on the market. Especially since ITC has an integration with BCP Player already (where most tournaments are tracked), this could make aligning the right list to those things an easier process - instead of a manual copy/pasta event now.

Hmm, I think one of your rosters is somehow broken and it's preventing the list loading (I assume you get the "preparing data" loading message beforehand). This is something I'll need to fix, since non-broken rosters should still appear).
Thou should be able to move or delete roster files via a file manager app sick as this one: https://play.google.com/store/apps/details?id=com.mobisystems.fileman
There's also a "delete all rosters" option in the menu on the Manage Data screen, though this might benefit the nuclear option...
