Chaos Renegade Knights can benefit a ton from PL games though. The core model is only just over 300 points, but you can mount over 200 points of gun on it. Chaos Chosen can mount more points in special weapons than the troops cost. Fielding a whole squad with combi-meltas and power weapons is a PL abuse of the highest order.
I'm not encouraging PL exploit, just pointing out even within a single army it can affect different units. If you are using a lot of cultists and base troops you will be at a disadvantage vs any army that uses heavy customization.
If you need help counting your points try using BattleScribe. It's an easy and convenient way to build your army with exact point values. It can also print out some very nice reference sheets for your army to help save some page flipping.
This can get you started with some very basic lists, but it won't give you weapon stats or special rules.
Alternatively, you can use Battle Scribe to build a list that includes pretty much everything you would get from the index books (except art and lore). BattleScribe works great, but it has a lot of options and can be a little overwhelming to use at first.
I use a little of each. I use the army builder site to quickly whip up a list, but then I use battlescribe to refine it. BattleScribe can produce a printed reference sheet with all of your armies costs, stats, and special rules on one print out. Very handy stuff.
Give it a try, if you like the game then buy the 8th edition indexes. They aren't expensive and are customary to bring if you are playing at a store.

ah. do you have the core rule book and the codex for the ynnari? You need those 2 to really make a list.
You may want to invest in a piece of software like - BattleScribe that will let you plug in values and do all the point calculations and validations checks for you.
battlescribe is a free 3rd party app (link is for Google play store) that let's you setup an army roster with the up to date (well up to date-ish, it's run by volunteers ) points. You need to have an idea of what your building in terms of the size of your army and what your models have. (start with a patrol, it'll let you know if there is something illegal in your list like 5 HQs and no troops) Best thing to do is search how to use battlescribe 40k. The 40k app is going to have a force builder but most people currently use battlescribe. Once you get the hang of it you can play with your army lists and make different ones as you please.

It's also available for ~~iOS~~ "Fischer Price My First Phone" if that's what you're into.

Well, first things first this squad of FW (fire warriors) will have carbines equipped. Don't "use" those. For the meantime, when you use these particular first models just tell your opponent, "These are carbines, but I'm going to play them as pulse rifles."
Troop weapons for Tau don't really matter, so if you like the look of carbines, knock yourself out. If you however want to git gud and like the pulse rifle aesthetic go ahead and put your future squads of Fire Warriors (FW) as riflemen. As long as you point out these things to your opponents, in friendly games it should never matter. I've used an unpainted crisis suit as a "coldstar commander" before the other guy didn't bat an eye.
Points and equipment won't start really mattering until you move up to your crisis suits and other larger suits/vehicles. And those you'll want to magnetize those larger models so you can swap out gear/weapons on the fly and as the meta/editions change. Once again, in friendly games you can just say "These glued on plasma are actually fusion blasters, and there's 4 of them", but against jerks or people in tournaments you'll want WYSIWYG (what you see is what you get) so your opponent and TO (tournament organizers) can tell at a glance exactly what your models are packing. Don't worry, this won't be for a while.
As far as wargear goes, there is no official list of what odd bits are what support systems so pick stuff you think looks neat if at all.
Anyways, once you get your models in the unit, their weapons, and support systems, you add up each of those values in the back of the codex for a total price.
You can also use Battlescribe app for free on your phone to build armies, and this does a lot of the adding and making sure your detachments (army style: lots of guys, lots of vehicles, lots of HQs [Headquarters/Leaders]) are legal.
And before you have to ask:
5+ = armor save, if you roll a 5 or 6 you don't take a wound
5++ = INVULNERABLE save, this is usually higher than your armor save, but it cannot be modified by armor penetration. It's cool thing to have, most elite units have one.
5+++ = FEEL NO PAIN (fnp) save. This is a super ability to shrug off damage you've failed to save. So once you fail your armor save you a model with this ability can see if they can ignore that wound they took.
GEQ = Guard equivalent models. This is for illustrating what your weapon can take down easily. Guard refers to Imperial Guard, or regular humans armed with flashlights, cardboard armor, and gusto.
MEQ = Marine Equivalent models. If your weapon is described as "good against MEQ" that means it can slay Space Marines and other models from other armies like SMs pretty easily.
TEQ = Terminator equivalent. These guys are Space marines in super armor with invuln saves and other cheap shit.

You can also always make a custom chapter. Just think of your own scheme and lore. They can then use the rules of any chapter.
Whatever you do tho, I would highly recommend something you like the lore and the look of. If you don't it will be hard to sit through the painting process, which should be a fun thing, not a slog. Also jumping a gun is very 40k, so you got the spirit ;)
