inkscape opens them fine and is free. https://inkscape.org/en/
If you've never used it before then once you've opened the file you need to shift and left click the text to edit it else you select the background. I found in the version I have that editing the text didn't work quite right so I just deleted the text completely and then added new text boxes.
If you're on Android, you might be able to use an app called Squid but I can't remember if it is free. I'm sure there's other apps for pdf editing though.

These sort of things. I've found them in dollar stores even, but they're pretty cheap from Amazon or Target. A quick Google for scouring pads should give you some sources convenient to wherever you are in the world.
I thin down my paints (usually vallejo) with airbrush thinner and then make sure I have a cut down paint filter on the top of the paint pot of the airbrush so it filters the paint going into the airbrush. This has stopped almost all clogs i've had with the airbrush.

Something like this? Doesn’t seem too bad a price. The army may not fit all at once but that’s okay.

I’ve been using the Army Painter pin vice. It comes with one really small bit. I used to love my games workshop drill but I can’t find it and GW stopped making them.

If you've got the cash, Battle Foam is hard to beat. Especially for larger forces and odd sized minis (aircraft, particularly). Alternatively, Feldherr has some very nice, cost effective options. I have the exact one linked and it works perfectly for my 100 points late war brits.
DON'T BE AFRAID OF THE DARK!!! LOL, here: Amazon.com: PointZero Dual-Action 7cc Gravity-Feed Airbrush 3 Tip Set (.2mm .3mm .5mm): Home & Kitchen ,
This is all you need for a "HOBBY", trust me I have one - look at my stuff- M60
I would HIGHLY recommend that you get some 2500-6000 grit sand paper - Hobby Lobby has a nice little pack for cheap. VERY IMPORTANT!! Before you use it, GENTLY sand the needle with what ever grit you want - NO IT DOES NOT MATTER... do this EVERY TIME you use it(also clean it off after you sand it). This will make the needle more smooth and work A LOT better after you get the hang of painting- IT'S NOT THAT difficult, just takes practice. You can do this. If you use vallejo paints make sure You use thinner, they are pretty think for airbrush usage.
Now, go out there and paint Tiger!! (pun intended)
