I believe it started with RotG, Brave, Tangled and HTTYD. I kind of wish they could make up a snappy name for it (the animated multiverse? Okay, that was lame) instead of adding every film's title to it.
I can't figure out if this was meant to have any meaning or not.
My own guess is that is doesn't, because: 1) San Fransokyo is fictional, whereas Bolt was set in the US, and 2) Bolt and Ester (one of the animal shelter guards) were not related in any way other than when Bolt rescued Mittens from the shelter.

Apparently, one of the tabs the Sergeant has open is Archive of Our Own; a real fanfic site. So, putting two-and-two together, it could just be that he was a big Bolt fan, so had pictures on his desk?
Women's size 6 or men's? Either way, try these hi-top Converse from Amazon in the color "Chocolate". I got them in a men's 4 1/2, and they fit my size 6 feet comfortably. Apparently, they're possibly counterfeit - but they still work great for Hiro shoes! I painted over the converse logo with fabric paint that I mixed to match the shoe color, and the logo on his shoes is easy to make with yellow fabric paint.
Also, you can get yellow shoelaces through Amazon, too! I got the 56" ones, there's quite a bit of lace left, even after straight-lacing hi-top converse.
Just FYI: one issue I had for a while with the shoes is the tongue kept falling to one side, so I ended up putting some velcro on the inside of the shoe and a complimentary piece on one side of the tongue to hold it in place.

Amazon says the region is A/1, which is "North America, Central America, South America, Japan, North Korea, South Korea, Taiwan, Hong Kong and Southeast Asia".
I don't know whether there will be a region-free Bluray though.
