For socialising I recommend meetup.com and the young ramblers. Never been to either of them in cornwall, but have elsewhere when moving to a new place. I currently run a fairly large group in the midlands and it's really good.
If its for your wife's job I would definitely ask for a accurate speed test to be done, not just rely on the "average for the area".
The last place I lived was roughly 2 miles from where I am now, over there it would take me 2-3 FULL days to download a big game etc.
