Your options really are either a bigger tank, or rehoming him to somebody else with a big tank or a pond. If you have the space, a small intex kiddie pool is a cheap option to house him as he grows. Cheapest filtration for that would be a couple big sponge filters.
If it seems like a better idea to rehome him, /r/aquaswap is a good place to post and see if anyone nearby has a place for him.
Daily water changes will absolutely help keep him safe while he's still in this tank, but it's not really a good long-term solution as goldfish grow very big, very fast, and a healthy adult goldfish wouldn't even physically fit in this current tank.
I'm sorry you're in this situation, I hate when people give out pets as "gifts," a pet is a big commitment of time and money and it's really not great to just shove that on a person who isn't expecting it :(
I agree with Unknown; this is a lot better for the fancy but you'll still want to rehome the common if you don't have a pond! It's more ideal for fancy goldfish to have a fellow fancy as a tankmate anyways and the setup is still severely undersized for even 1 common alone o:

You should see if the city will compensate you somewhat. I mean they did cause the loss of your pets (and let's be honest some goldfish are frigging expensive).
If you're feeling unsafe with the situation you could switch to seachem safe (obviously look around amazon for pricing and instructions verses what I found in a quick 4 second search). See what the safe dosage of that is and overdose the crap out of your water. It sucks to do but I've kept most of my fish safe with doing that, hell I once dumped a good pint of prime in a 65 gallon tank and was fine (I always joke my tanks are 100% prime and no water).
yesterday i made a post about my goldfish sitting at the bottom, i did a 30% water change with a gravel vacuum and added safestart, i fed them cooked peas and have been fasting them and changed their food from topfin goldfish flakes to sinking pellets, they both swim around the tank occasionally but return to the same spot, i also ordered a liquid test kit so i can measure ammonia (i only have test strips that measure nitrate and nitrite)
Anchor Worm? I would avoid that myself, because I've never had it in my tanks and don't want it! But I'm sure people treat it successfully and go on with normal lives. :)

So, first thing, test strips are basically useless. They're hard to read and also very inaccurate. Here's an example.
Next thing, pH isn't that important. It's more important that it's kept constant than that it is a specific number, so don't worry about pH really. Especially do not use any chemicals that are intended to alter it, as that will make it unstable.
The most important things to be checking are ammonia, nitrite, and nitrate. The cheapest most reliable testing kits are the API freshwater master test kits. They're cheapest on amazon but they're also sold in most pet stores, and the price isn't majorly different. Get one of those as soon as you can.
There is no way the tank that goldfish is currently in is cycled if there's any ammonia present. Do you have a filter on it? If so, how long has the tank been running and what is your water change schedule?
l 100% understand the quarantine situation. You can get a master test kit from amazon: here. The problem is space. Fish stores and the like will completely BS a customer "Yeah those fish can live together," "Yeah this tank will be big enough," in order to make a sale. Goldfish need a lot of room, single tailed goldfish need an INSANE amount of room. They need this because their bodies will stop growing, but their organs do not. This is why goldfish only live for at most a few years when in tiny spaces before developing health problems or dying from their stunting.
For people who can't upgrade tanks right away I always say do as many water changes as you can while you wait. It won't fix the problem, but it will help. Goodluck, I'm routing for the little guy to live to enjoy a full sized tank.

Like others have said, move it into the 10g tank as soon as possible; once the chlorine in the water is gone (I hope you had water conditioner on you for that), both containers are uncycled so it's not any better to keep it in the terrarium thing.
Separately, though, there are chemicals to cycle a tank within days; my local fish store sold me a product called Prodibio, which cycled my 10g quickly (there are different amounts; make sure to get what works for you, which won't be much).
That will get your bacteria levels sorted faster, which will reduce stress on your fish.

I had my calla lillies outside the pond as it was raining sooooo much when the photos were taken in mid-May-ish. Another is just hanging in the pond because I used it to hold some water snails I received - i was worried some hadn't made it, so i put them in the basket and they all climbed out!

Might want to give repashy soilent green a shot. It's a gel food you mix yourself with boiling water. It takes a couple of minutes once every two weeks and it's much more nutritional and helps prevent some health issues. A lot of breeders and distributors like Jenny from Solid Gold and Dandy Oranda swear by it. You can get it on Amazon and the powder lasts forever. I've had mine for several months and hardly made a dent in it.

The plants will absolutely help however expect the sword to get nibbled on. I had to pull my swords from my tank into a grow out tank because my fish were decimating them. In a month or two I should be able to replant their tank. Anubis is one of the best plants to put in with them as the leaves tend to be more leathery and they don't like that as much.

As for food the best on the market is probably Repasy Super Gold which I will provide two links for. I would not use carnivore pellets as the protein content is way too high for them and will cause constipation. If you do feed a pellet New Life Spectrum makes a sinking pellet for goldfish / koi that is good.
It is a gel food but comes to you in a powder. All you do is mix 2-3 parts boiling water to the gel and let it setup. Then you cut it into cubes that you can feed them. I prepare fresh food for them about every two weeks or so as you just keep the extra in the fridge and pull it out for feedings. They also get some fresh veggies like shelled peas, romaine lettuce, and broccoli to supplement their normal diet.

These things sort of exist for the hobbyist but nitrite and nitrate are not available and that is really what you are after. You can get probes to constantly monitor TDS, PH, Temp, I am sure salt water folks have more to measure as well. Seachem makes a little sticky to put in your tank called an ammonia alert, but really, if your tank is cycled you should never see ammonia, same goes for nitrite. Nitrate is the one you are going to see climbing and dropping after a water change. This product looks close to what I would want, not sure if works for freshwater. To stop something like this happening again you should get a heater guard. One like this which you slide the heater into and it will stop your fish ever getting injured like that again.

But this is a cheap $20 tank, and my goal is to get as many living happily for the next month or two until my partner moves into the new house. I have about 400gph into a 50g and it's a lot of flow. Going through spray bars made it better, but it's a lot of fiddling and I felt it was still be a bit high. I've got a 3000+ gph pump on a bigger tank that has spray bars shooting into the roof lip of the tank. That works really, but the splashing is very loud so you'd have to be okay with the noise if your tank lets you do that.
Some pond filters use an external pump. Those would give you the filter space and then you can mess around with the flow rates easier using different pumps instead of constricting the pump's line. I would go bare, it's so much easier to maintain, having done sand in the past. 650 lph is pretty small, I think you'd want at least twice that. The sunsun 303b is a great canister filter.

Hydrogen peroxide dips are another option but far riskier and does not kill all the flukes in the system. The heavy breathing would indicate gill flukes. Flukes are easy to identify with a skin scrape but you need a microscope or a vet to do that.

I'm attaching a link to what I use, I take a half a spoonful (the included spoon) of Kanaplex and Metroplex each and mix it with two cooked lima beans mashed up. I replace one of the feedings with it, and treat every two days. The Kanaplex for up to three doses, and then I continue with the Metroplex and one lima bean until symptoms disappear.

It sounds like you’re doing everything right - the only other thing I can think of would be adding aquarium salt to help with healing. Unfortunately accidents like this happen. Were you using a python? If so, check out something like the Save-a-Fishy siphon cap - the large size fits the standard python tube. Also, search this sub for the word ‘blind’ - there are quite a few examples of fish who are able to live happy lives without eyes.

Water perameters are how much nitrates, nitrites, ammonia, what is the pH, etc. You can test them with a test kit like this one. You NEED a test kit to keep fish. The water needs to be tested when you do a water change, or when a fish dies, or before a new fish is added.
The ideal perameters for a goldfish are 0 ppm ammonia, 0 or near 0 ppm nitrites, max 50 ppm nitrates, and pH between 6.5-7.5. Goldfish can tolerate a lot outside of those perameters, but it isnt reccomended, because it can lead to them getting sick.
As a side note, if you arent able to upgrade the tank, i reccomend a large plastic bin or a horse water trough. I saw in another comment you were having trouble convincing your parents to upgrade the tank, which is fair, fishtanks are expensive and 75 gallons takes up a lot of space. But in the meantimes, anything bigger then what you have is better. Just make sure you upgrade the filter as you go up in container size.

That is spawning behavior. I would add a spawning mop somewhere away from those rocks so she does not get beat up too bad. Since I bet you do not have a spawning mop on hand I would float her in a plastic colander for at least a day to give her a break, separate tank/storage tub is a good idea. You can replace the goldfish with some platy fish; looks very similar, but stay small and you can have a whole group of them in a 30 gallon.
Trust me, it'll save you and the kid a lot of heartbreak if you let the comet go to someone with a pond (they are pond fish, after all. You can try Nextdoor.com; I've rehomed comets this way) and get a fish more appropriote for that tank size.
Ah, so what you're saying is you put plants in there and they became active and played with the plants and ripped them up! Sounds like they need something to do!
My fancies are usually super active swimming around the tank picking at the sand and rocks and stuff. Do you feed them sinking food or does it float at the surface? I've heard that feeding floating food tends to make them less interested in picking around the tank for food because they only ever find food at the top. (It's also not recommended for goldies because it makes them gulp air and can cause bloating and swim bladder issues).
In terms of giving them durable activities in the tank, I saw one person in r/Aquariums post a picture of a dog toy in their tank that looked like these: https://www.amazon.com/JW-Pet-Nature-HOL-ee-Assorted/dp/B01BWEZ6R4/ I don't know exactly which one it was, so don't go buying that specific one. Do a bit of research to find one made out of the right aquarium safe material. But having a bouncy little thing like that at the bottom of the tank for them to push around might be a good idea?

It’s a good set up for those two while they’re still small. :) Like the other commenter said, you want to upgrade as they get bigger, but for now it’ll do well.
Could I make some suggestions?
First, an air pump and air stones will help agitate and oxygenate the water. Amazon has this little kit that looks like it has the essentials:

Second, get in the routine of water changes every week! And use a vacuum siphon to get the gunk out of the gravel. With plastic plants, don’t use dish soap. Take them to a shower and just rub them with your hands under running water. You’d be amazing how good regular skin power is to get algae off plastic plants.
Third, check that the barrel decorations do not have sharp edges on the insides. The way a lot of declarations are made, they have sharp points that can hurt fish. Sand/file them to smoothness if they do.
Last suggestion, I do think it would be beneficial to plan to upgrade filter size in the near future. Aim for one that claims to clean at least a 50 gallon. Goldfish generate more waste than the average fish. :)

Only thing I'd add is if you're going to mount your pump under the tank, definitely make sure you use an air check valve, and if you have multiple tanks and want to run air to all of them (or to multiple places in one tank) just get a more powerful pump.

Same problem - couldn't find Omega One Goldfish medium sinking pellets for sale ANYWHERE in any size. Hopefully they'll come back someday. I'd advise rehoming to someone with a pond since just 1 common goldfish needs 55-70 gallons, and ideally should live in 100+ gallons so they can live with a friend or two.

I was sure I'd read a paper that argued that the goldfish was the result of a hybridization event involving Carassius auratus and an as-yet-unknown (possibly extinct) related species.
And now I can't find it. Everything I can find says the allotetraploidization event I'm thinking of happened several million years ago, before Goldfish and the common carp separated.
Anyway, allotetraploidization may explain why the goldfish is so mutable - it's got a big pile of not-well-integrated extra DNA to play around with.

It looks like the beginnings of black beard algae. It typically attaches to java ferns and anubias leafs. It doesn't come off easily. I always use a toothbrush and brush the leafs, keeping my other hand under the leaf to keep it from damaging.

Seachem PRIME will definitely help. The aquarium salt will come with directions on the box to maintain a low salinity. Freshwater fish can tolerate low salinity just fine. It even helps prevent mild parasites and bacteria that cannot tolerate the salt.
I cannot comment on the feelings of the fish. Right now, based on gulping and surface grazing, I would say they're at least uncomfortable.

You can also use a garden hose with seachem prime mixed into the water.
Do the best you can, but I don't feel confident reassuring you that two water levels per week might be enough. I went through a cycle crash a couple months ago. I had to water change sometimes twice per day.
Here's what I have but smaller. I have the Tidal 75 and loaded it up with two additional sponges and some seachem matrix. Every month or so, I rinse the sponges in the basket and put them back in the tank. You may also have to scrub the filter itself if it gets too grimy, but i've only done that once in about the 8 months i've owned the filter. I think the 55 I linked will probably have a smaller filter basket, but you get the idea. It's about a quiet as an HOB filter will get (you'll definitely hear lots of splashing but I don't hear the motor at all).

That being said, your fish is only going to get bigger and it may be a good idea to take it to /r/aquaswap or something. I'm sure it's very happy and content right now but it's already massive. You're already doing a lot for this fish and the goldy appreciates it, but comets just grow and grow and grow.

I wasn't sure what you meant by hose but if you haven't already, maybe look into getting a Python No Spill Clean and Fill. I haven't personally tried one but I've heard great things about them.
When I do bigger water changes I just add the dechlorinator to my tank before adding any new water, I haven't had any problems yet.

So, that guarantees the fact that your tank is now uncycled, completely. Beneficial bacteria lives in filter media. The fact that there were lots of nitrates in your water previously means you were farther along in the cycle than the beginning but its really hard to tell without knowing ammonia and nitrite levels. I really don't know your financial situation at the moment but you really need to buy a test kit for ammonia and nitrites.

Without this it's very hard to know how far along your cycle is and how much further you have to go. But replacing everything means you've solved the problem *right now* but will eventually come back with more problems that you won't be able to know how to solve without first knowing the water quality of your tank through testing the water
You should look into an auto feeder! They’re cheap and let you feed the fish plenty of small meals through the day when you aren’t around.

They fit perfectly into standard PVC, so I made my own hose hook out of PVC that hangs over the side of the tank with the strainer on the end, it dissipates the flow more than enough for the goldies and doesn’t take up any more space than the pipe it’s attached to.
I'm a big fan of garage workbenches. Some of them you can even cut if it's too long for the job. Just make sure that whatever you get has its feet completely underneath the table top, holding it up from below. You don't want anything that is supporting from the sides. DON'T get something holding the sides like this one.
Unless you see external injuries, like a ripped tail or a red patch, I would not bother with the aquarium salt. If he is not swimming much, you could temporarily lower the water level so he can feel comfortable while healing and it might be easier to start swimming for him.
Buy a pre intake sponge filter. It’ll look like a cylinder (one hole opening, not all the way through), rinse with some old tank water, and then literally put it on the filter tubing (remove what intake piece you have). It will protect your little guy in the future AND it will soak up some of the gunk and dust that can be easily rinsed out once a week or two weeks. It’s like doubling your filter’s abilities, it houses extra bacteria, and it’s super soft to bump into. I got a four pack on Amazon for like $4.

I’m glad your little guy is doing better with you. He’s probably stressed out and hurt now though. Let him rest, watch him, and maybe hand him the food. Also, he looks like he can eat gravel. Be careful with that gravel, he could eat one and get sick or even die.

Yeah you wanna avoid salt with caking agents! You could also try aquarium salt; this is the brand I use https://www.amazon.com/API-AQUARIUM-Freshwater-Aquarium-65-Ounce/dp/B0010P0ZJK/ But according to a search, pickling salt should be safe.

Honestly I've always used prime never had an issue but the breeder i got my fish from swears by Aqueon Aquarium Tap Water Conditioner, 16-Ounce https://www.amazon.com/dp/B0010729SS/ref=cm_sw_r_cp_api_glt_fabc_K1M8ZP2D3J3H394DVDJ4 and using 2-3x the dosage on the bottle. I think you can do the same with prime up to 5x for emergencies.
