There is no bug. You can read about the downtime here: https://www.reddit.com/r/GrowCastle/comments/5l1ymh/the_server_wont_come_back_online_today/
With that being said, you can check server status here: http://www.isitdownrightnow.com/raongames.com.html
1) You need to be connected to the internet.
2) If you are connected to the internet, your DNS server may be set up to block ads. You can try changing your DNS to 1.1.1.1 which is from Cloudflare @ https://www.cloudflare.com/dns/ or 8.8.8.8 which is from Google. Google how to change DNS on whatever device you're using. After you change your DNS server, you may have to restart the device to take effect. Good luck.
Well your PC should be able to run Nox, by minimun req at least. You can check the requirements here: https://www.bignox.com/blog/wp-content/uploads/2016/01/Nox-App-Player-System-Requirements-3.5.1.jpg
If you have trouble getting Nox player started, try uninstall and install again, use different directory (different drive even if you have multiple) and run the installer and application as administrator.
Someone reported on some forum thread I found that having FAT32 as your harddrive format causes problems with Nox but NTFS should be fine. You can check this by right clicking the C:\ on "My Computer" and select properties. You can't really just change it but you could check if that might be the case.
Also here's a forum thread about Nox launch problems: https://www.gog.com/forum/nox/nox_wont_launch_feel_like_ive_tried_everything/page2
