Basically the concept appears to be that in addition to it being illegal to create fake accounts to impersonate public officials (such as a Facebook account claiming to be Putin for example) it is also considered illegal to use a celebrity image to convey messages as if it were them saying it. There is no allowance for the interpretive nature of memes, rather it is explicitly said that a meme would violate the rule.
The result is that if you had a photo of Putin with block letters "Putin the "crime" in "Crimea"" then it would be illegal as it would be seen as someone impersonating Putin for the purposes of faking admission of international crimes within Crimea.

Here's the thing about Flash Rogues: Most of them are just fucking around. Yeah, they'll rob banks, but they hold back. Captain Cold has a no kill code that rivals Batman's in strength. Flash fucks around too. He could clean up the city, and keep it clean, by just constantly going all out. But he doesn't. He and his rogues are basically playing cops and robbers. Batman... Batman doesn't fuck around. So Batman would show up at the scene of the crime of Rainbow Raider and beat the everloving crap out of him. He'd move on, and take down another rogue or two in a far too brutal fashion. The others would realize they are dealing with a psychopath and team up to take him down. It's not even about being smart, organized, and tactical. Most of Batman's enemies have that too. It's about Batman assuming they'd treat him the way they treat Flash, which they wouldn't.

Shuya, Russia. My relationship with Indiana Pacers started during Danny Granger's era and I never regreted. Back in the day I got an internet connection at home and was able to watch live and recorded games. I absolutely love the Pacers for culture and attitude.
For already five years or so I've been a moderator of the Pacers community in VK for fans across the x-USSR.
I couldn't help smiling the whole time because this song is just so bouncy and cute, and the MV matches so well! So soft~~ ♥ The outfits they've used for their music show performances are in the MV. (I see they chose a better shirt to match with the leather jacket for Yunho... instead of kids drinking and doing drugs... still wtf @ stylists). I love this choreo and the couple of cute interactions we get, but we sadly don't see those here (Yunho with his arm around Changmin's shoulders before the first chorus and the peek-a-boo after the second chorus)

Except for some ISPs, including mine (Beeline), tending to ban the whole websites instead. It was and still the case for ozzp.ru. Roskomnadzor banned one article, but I couldn't access the website at all, and I still can't, even though I should have been able to ever since the 23rd of June. Reddit recently has started to use https only, which makes blocking a certain page harder.
