No it does not. By default the "Get-Random" method would get the seed as the [Environment]::TickCounts. And this property - defined by Microsoft (link here https://msdn.microsoft.com/en-us/library/system.environment.tickcount(v=vs.110).aspx) - get the uptime of your system as the seed ==> we can always regenerate the seed if we can determine the time (start with system on and powershell application on).

I completely missed the "transition".
I never made outgoing transactions from my local wallet.

In order to get my IOTAs, beginning at 9th November, I attached 25 adresses to the old seed. Balance zero. (When logging in with this old seed, I do not see a checksum, but an exclamation mark next to the input field for the seed.)
On 18th November, I underwent the reclaim process as described. I also attached 6 adresses to the new seed. Process went fine. Balance still zero.
After days of reading FAQs, Reddit, blogs and the forums, trying every node available, I am completely clueless. Many people seem to have similar problems. No one seems to know a solution.
Do I have to consider my IOTAs lost? If not, where are they?
to be on the safe side you could use the keepass android keyboard when typing the seed which is open source and doesn't store stuff
For me the main obstacle is the poor wallet experience. How disconcerting for someone new to get the wallet, deposit their IOTA into it, and then discover the next day a zero balance!! They then go post to the discussion boards. Sure, it is a simple enough fix of attaching addresses to the tangle until the balance reappears, but the result is anyone who is first checking into IOTA from https://coinmarketcap.com/currencies/iota/ and goes to the message board sees a barrage of messages that makes it look like the whole IOTA world is falling apart!
I understand the M2M focus, and I applaud the team for all the amazing things they are doing, but I do wish more time could be devoted to making a wallet with a great user experience.
In the about section: "Files are uploaded on a distributed file system named IPFS. Logs and metadata are stored on an immutable distributed ledger named IOTA. IPFS allows files to be shared in an immutable and distributed way and IOTA makes sure that nobody can delete or alter the logs and metadata."

The files are currently uploaded on IPFS and downloads are logged on IOTA. This way it’s immutable and decentralized (you could use any public ipfs gateway like https://ipfs.io/ipfs/your_hash to request the files. IOTA also makes sure that nobody can delete the logs. (Of course currently, they are still removed after a snapshot.) Furthermore, we are using the Web Crypto API to fully encrypt the files in your browser (not on the server like most other solutions).

I'd be reluctant to hold anything on the exchange. Mind you, I don't think it's a good practice to hold any significant amounts of coins/tokens on exchanges anyway. But for an event like this, I'd just take the precautionary option of moving away if I'm American. There are lots of other exchanges out there. A combination of Binance and Bittrex will allow you to buy just about everything that Bitfinex trades, I believe.

Here is a solution for you my friend. IOTA can operate offline and it has bluetooth so it can connect to other Internet connected devices as mobilephone etc when available. Use remote PoW and you would have a cheap portable device that they have a wallet in, can call with,flashlight etc. We also have internet sharing projects ongoing in IOTA, so adoption could go faster then you think.

I would imagine it is 90 days after the August 11th announcement. Just move your IOTA to a wallet and you are good. They are no longer accepting verification requests but are still allowing accounts to be made. If you already have an account that is verified, I am not sure how that is being handled. I have an unverified account. I am still trading but I am moving my funds to wallets.
Bitfinex still has your IOTAs and they will probably keep an old DB running so they can verify such claims that people send them through tickets at https://www.bitfinex.com/support.

Unless you used uncommon spellings (not real words and not found in any hacker word lists), then the sentence can be composed and tested rather quickly. But with enough words, then it is going to take longer ... how long depends on how many words.

Every crypto is stored in a wallet and every wallet has a private and public key. The public key is the address everyone sees and you can share with people to send and receive funds. The private key in iota is used to generate the public wallet, so all you need to create a new wallet (something you can give as a gift) is the private key.
To generate a key go to https://ipfs.io/ipfs/QmdqTgEdyKVQAVnfT5iV4ULzTbkV4hhkDkMqGBuot8egfA (this is generator linked in the side bar). It generates iota compatible private keys. You can disable your internet and change swap a letters in the generated key to make it more random and secure.
Punch that private key into the official iota wallet (use your computer or phone to dl the wallet). Generate a new public address from your private key using the receive button. That output is what you can paste into the gift card template and also paste the private key. You need to make a new private key for every gift card you want to make.

You can use wiki, watch lectures or even participate in online courses for free, also there are usually forums dedicated to a topic where you can ask questions. Most Ivy League schools offer free lectures, so there's no reason that you can't get an equal footing as someone with more access--some professors will even answer questions or give feedback if you email them or join a study group. The internet is a massive resource and all you need to do is look for answers, once you gain an understanding, you usually have more questions, so you just keep looking...
*Also, it's sometimes a good idea to buy the book(s) in the syllabus so you can follow along, but usually you can find the same material online--and though that is usually more time consuming, it also opens you up to ideas that aren't necessary inline with the professor's views.

Yes your Seed is all you need to login to use your IOTA stash on the IOTA network. You can login using any of the wallet clients that are currently updated to work on the network. (Android and GUI desktop client are only ones working right now to my knowledge IOS coming soon)

Coinex also offers Iota, and as far as I recall, they are available in all 50 states. Unfortunately, their wallet is down, so they have locked deposits and withdrawals for several months.

Yep. IOTA is the only thing I have on there anymore. The UI is visually appealing, but not very intuitive and often buggy.
But mostly, they stole users BCC, and instead gave out 0.85 : 1 instead of 1 : 1 like Bittrex etc under the reasoning that a large volume of traders had BTC locked up in margin trading... Like WTF!?! You're stealing low risk traders BCC to cover high risk margin lenders that tied up their BTC around a well known and publicized fork? That's fucked up!
Also, made me think that they may actually have ~15% less BTC in cold storage than their users have deposited, meaning they got hacked again or are fractional reserving in some way. Either way, I will stop using Bitfinex entirely when IOTA is available elsewhere.

You have to buy one of the bigger coins like bitcoin, ethereum, litecoin and then trade for iota on an exchange that lists it. The two major ones right now are Bitfinex mentioned above and Binance. I used Binance with no issues.

The next version of IRI will introduce the cuckoo filter. It reduces the need for expensive database queries by using a set membership test. In a nutshell the cuckoo filter allows us to understand if data to be queried is in the DB in the first instance, and if not, avoids a DB query.

There is no need to use the reclaim tool. If your wallet shows zero balance after a snapshot, just successfully reattach as many addresses as you previously had tokens on. So if you had 1 Giota on 3 addresses, just reattach 3 addresses until they're confirmed and your balance will show up again.
This is why it's beneficial to write down the addresses that you have tokens on. I recommend Keepass for that.
No hard wallets support Iota at this point in time so unfortunately no luck there.

When it comes to generating a seed (81 characters using only uppercase letters and the number 9), use keepass to generate and store your seed (I use the ver 2 variants). https://keepass.info/
Another alternative is to put your Iota into Bitfinex and enable all of the security features on those accounts. Probably not quite as secure as generating and storing your own seed, but handy from the point of view of not needing to transition balances when wallet upgrades come through. Iota is at beta stage so things get a bit buggy and frustrating from time to time.
Whatever you do, do not generate your seed online. There seems to be plenty of sites that are generating and storing seed combinations which are looting unsuspecting iota holders afterwards...
That's literally what Proof of Work was invented for, the paper from dwork and noar is 26 years old [1]. Not exactly revolutionary today. Hashcash by Adam Back [2] even combined it with a token to "pay" for unmetered resources (first published in 97)

Even with 1% inflation reward it does not provide enough incentive for other miners to move to mining IOTA compared to other coins.
Consensus in blockchain and DLT is different, IOTA uses the ‘gossip’ protocol in validating transactions thus, having miners storing transactions history to achieve consensus with whole network would slow down the network significantly and would not achieve scaling , same as the problems with other blockchains At this point it would already be called a hybrid blockchain

It's best if you choose a truly random seed. If I'd qualify to give you any tips I'd strip about 99% of the features right now and just concentrate on the wallet + auto-attach feature to release that first. Like I said before make the system modularized and pluggable and you have a good base to start. Take your time to design the system properly, don't hurry the code (even if it´s a throw-away prototype).
Beside the public GitHub repo you might want to set a collaboration platform up for the community even before it to help with the conception and planing (or maybe just for yourself) - I'd personally recommend Taiga for that:
