Many e-commerce companies (including Amazon, although they do not mention it explicitly on their policy) will have a similar mechanism. The reasoning is 2-fold: (i) establish that the identity of the destination account is the same as the person who made the purchase (this will be for checking the ID against the bank details); and (ii) have some definitive way to identify persons making refunds (particularly in high risk categories like electronics).
That's the thing. You should. But you never know if it's a scam, so I'd recommend that you stick to organisations and channels with proper credentials and reputation, whatever be the cost. If you're ready to risk your money, you can try the cheaper ones as well. You can head over to Trustpilot and look up the organisation offering their services to get a better idea about whether it'll be a scam or not.
Also, this should go without saying, but ensure that they are giving you exactly what you require before you purchase their services. An SSL certification (which you don't need unless you're building a website), on the other hand, costs around Rs.5000/-. So maybe you're looking at different things. I might be overthinking and these things might not happen with every common man. But to be very frank my fear is stemming from multiple reasons, be it polarization of people, or be it some people's intention of cheating/fraud for monetory gains, which ruins the victim's life.
