I'd use the small Knipex plier wrench. Or perhaps the Knipex Cobra pliers.
Both are very high quality tools. The wrench pliers will work great for unscrewing anything. Very secure and strong... The cobra pliers will be more versatile for other things too, but they will harm the nuts more.

Were my last two orders. I only did the back though. Back wore out way before the front, then again, I bought the bike used, so I don't know if the front had already been replaced once, but in 2000 miles it seemed unlikely.

Yeah those are some pretty stringent rules. Does this mean that the tripometer has to be functioning when it's inspected? I don't know if this will make a difference but I was just referring to something like this small USb rechargable unit. I also change brackets which required removing top of the triple tree and sliding them on forks. Brackets came with many spacers. I have heard if you invert the stock guzzi brackets they will work on most 7 inch housings. Also note the headlight in that housing is a super tight fit if you are trying to fit all your wires/connectors in the housing with it. Not easy or relaxing but it does work. If your wires are less bulky you may also want to get foam to pad it out, but it's more likely a tight fit than loose.
I added additional wiring, yes. In total I've probably spent about 6 hours doing wiring. Note, I also can't say how that light will fit in original housing (unless the one you got comes with one).
Basically, I ran new lines from the directional wires (they run along gas tank down to main harness -- you will need to remove tank). That's not "necessary", if you're going to splice directly, but I wanted to keep original stuff generally.
At the main harness I put on some bullet connectors and just ran 2 wires that I didn't care about cutting splicing back up to the front main housing.

It comes with various clips, one of which will fit what is currently the actual main feed into the headlight. From there I created a custom harness that spliced directional wires and running light it's tough to explain, but if you imagine it, you only have a single running light wire, and one for each directional. You're going to need 2 for each directional and three for the running lights (still one going into main light + 1 each for directionals if you want those running functions).
I basically made the custom harness with crossovers/splices for directionals/running in my kitches and then just put connectors on all the other lines and plugged it all in.
Really not sure how to describe it, but I do recall one of the most important things... for whatever reason green (coming in for the main light wires) is ground... not black. From there I was able to roughly play around and just figure out what was what.
I found a cable that works and have successfully written the ECU map. Though there's a few caveats.
Firstly, I could only get it to work on windows.

There are two settings with a switch on the cable. I used the 2007 - 2018 mode (I think this might change the can bus type). Secondly, I did have one failed write, though I think it was due to low voltage on the battery, so you must be absolutely sure you have a charger attached and keeping your battery topped off. It's only $20 and has lasted 3 years and still waterproof. I live in Miami so i can't say how it'll do with snow but for hot rainy climates has been great.
P.s. I have 6 of these covers for the bikes i keep in daily rotation, all of them have held up equally well.

Update: the fix from Guzziology took care of it. Replace the inner spring on the side stand with a Moose Racing exhaust spring no. M7712. I thought for sure I got the wrong spring cause it looked too small, but just stretch it out and it works.

I literally just did this exact same thing. Buy this and hook it up to the battery after taking off the side panel. Let it charge overnight and you'll be good to go the next morning.
Those are some cheap bags from Amazon. Probably going to get something a little nicer in the future, but they provide enough room to store a tool roll, OBD2 reader, baseball hat, and room for a small bag of whatever from the store.
They just wrap over the top of the frame and are held in place by the pressure from the seat. The bottom and sides of the bags sit against the passenger foot guard, which keeps them from interfering with the suspension.
It's not perfect, but pretty good for $35.
