Not OP but looks like he is using a Clamp Ram Mount. You should be able to a Ram mount that fits your need. Search on their site and then find a better price on amazon.

The bottom net is the new one, this one.
It's nothing particularly special, but the hooks are big enough for the frame tubes on my bike. Time will tell if it lasts or ends up clapped out.
The top net is one I've had around for years and I'm pretty sure it's the same as this one, which isn't really meant for cargo probably, but I've been making it work.
It is hard to tell from the photo but from memory I had the axe secured with velcro too. Yes that would be sort of terrifying to lose at speed lol.

There are so many of these on Amazon to pick from. Basically it is a super heavy duty belt. The webbing is maybe 3 times thicker than normal strap material? Similar to a duty belt but still flexible. They fit right through the strap tie downs built into the panniers like they were made for it. I found the best value was to buy the ones that come with the extra molle pouch and gear clasp. Btw I use the gear clasp on the belts and have them all over the bike, very useful for connecting a tarp, hanging clothes to dry, securing helmet etc. The included molle bags are just big enough for phones n a pair of sunglasses.
Trying to pick up chicks? I've seen people open the visor and put their arm through the head hole and out the view port to transport helmets.
I actually picked my daughter up from school on my Africa Twin and I have a HUGE top case that the helmet fits in. If it's not the AT I pick her up on it's the Magna which has a sissy bar that I can sit the helmet on.
You also may like ROK Straps, incredibly versatile . Can crank them down the a pull strap and they have elastic to stay tight if the load shifts.

I was rushed at the time, but I knocked them out in an afternoon I cut out the center strip, placed a steel plate on the inside, and bolted the sandwiched bag and steel plate to my rack setup.
I plan on removing them this winter, sewing up the cut edges, and I don't know if you can tell from the zip tie in the picture, but I'm going to replace the plastic buckles with Cobra style buckles.
The bags themselves have been silly solid, way more than 60 bucks should have any right to be, I've loaded enough weight in them to make the front end of my bike light, and I haven't seemed to rip or strain. And because the top rolls down to seal the bag, it expands and gets taller than the rear rack level. Honestly they're huge.
They might only be a couple year solution, but for 60 bucks I'm thrilled, there's something that I can patch up and or reinforce, they've got a bit of reflective on them, and they seem to work with the KLR aesthetic. Which is strange because soft bags usually don't.
When I decide to upgrade I'll probably go with a set of Nelson Riggs, but for now they've been good

I got this one and it is great. I have an SAE-->Cigarette lighter adapter and have been using it for a year. It has auto-shutoff at the desired pressure. It is twice as big as the Tourtech crowd uses but it fits in my little saddlebags.
I keep this one on my bike. Pretty happy with it. I suspect the psi meter may not be 100% accurate but its close enough. I like that one because it has a female SAE port on the compressor so I can store the cable and compressor separately. Both parts live under my seat near the battery. Is it perfect? No, but the peace of mind really helps when I'm in the middle of nowhere.
I bought this recently but haven't needed to use it yet; I also bought a cigarette lighter to alligator clips connector with built-in fuse. It's fairly compact and for one flat tire, it should serve its purpose well. That said, the general consensus is that Viair makes the best portable tire inflators. They're a tad bit more expensive and are more bulky but perform very well. Wirecutter recommends Viair for tire inflators. Before this I'd just strap a Schwinn bike pump to my stuff for long trips. I tried a foot pump from Harbor Freight but that broke when I tested it (go figure).

i had transferred the trailer from a scooter where i used the shock mount
you need to go to Home Depot or anywhere to make a sturdier bolt with more clamping force with a mix of well fitted washers and nuts.
the only problem I have now is that it comes loose, I would have to loctite the threads or add a longer length bolt so i can add in the extra washers.

those cargo nets are surprisingly strong, i do the same with my back pack fully loaded with my $1500 laptop in there, just mentioning price as i trust those nets.
I use the Stop N Go all the time. The built in meter reads under by about 2 PSI but it has no issues inflating my car or bike tires. It fits into a small little bag and takes up hardly any space. It’s not USB but it plugs into the cigarette lighter in my bike or the quick release plug I have wired to my battery.
